Փոփոխություններ կիրականացվեն «Նախադպրոցական կրթության մասին» օրենքում․ ԿԳՄՍՆ

ԱԺ հերթական նիստում քննարկվել է «Նախադպրոցական կրթության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը երկրորդ ընթերցմամբ և ամբողջությամբ ընդունելու հարցը:
Հիմնական զեկուցող ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարի տեղակալ Արաքսիա Սվաջյանը նշել է, որ առաջին ընթերցումից հետո հիմնականում տեխնիկական բնույթի մի քանի փոփոխություններ են կատարվել՝ իրավական տեսակետից օրինագիծն ավելի պատշաճ տեսքի բերելու նպատակով:
Ներկայացնելով նախատեսվող փոփոխությունները՝ Արաքսիա Սվաջյանը հիշեցրել է՝ դրանք իրականացվելու են մի քանի ուղղությամբ՝ պայմանավորված նախադպրոցական կրթության չափորոշչի ներդրման աշխատանքներով:
Փոփոխություններից մեկն ուղղված է մանկավարժական աշխատողների թափուր տեղերի լրացմանը. այս նպատակով առաջարկվում է մանկավարժահոգեբանական կրեդիտների տրամադրման մեխանիզմը կիրառել նաև նախադպրոցական կրթության համակարգում` աշխատանքի հնարավորություն ընձեռելով համապատասխան դասընթացների մասնակցած անձանց: Առաջարկվում է նաև տրանսպորտային ծախսերի փոխհատուցում ապահովել մարզային հաստատություններում աշխատող մասնագետների համար: Կարողությունների զարգացմանն ուղղված կարգավորում է տրվել՝ նախադպրոցական ուսումնական հաստատությունների դաստիարակներին ևս վերապատրաստելու հնարավորություն ընձեռելով:
Առաջարկվող այլ փոփոխությունները վերաբերում են լիցենզավորման գործընթացին, ինչպես նաև մանկապարտեզների տնօրեններին ներկայացվող պահանջներին. գործող կարգավորմամբ նրանք պետք է ունենան մանկավարժական ստաժ, առաջարկվում է սահմանել մանկավարժական կամ գիտամանկավարժական ստաժի պահանջ: Առաջարկվում է նաև օրենքում սահմանել «մենթոր մանկապարտեզ» հասկացությունը, որը մենթոր ուսումնական հաստատություններին և մենթորություն կատարող մասնագետներին վերապատրաստման աշխատանքներ իրականացնելու հնարավորություն կտա նախադպրոցական կրթության չափորոշչի ներդրման նպատակով:
Հարակից զեկուցող ԱԺ գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության և սպորտի հարցերի մշտական հանձնաժողովի անդամ Նարեկ Բաբայանը նշել է, որ նախագիծը մանրամասն քննարկվել է գլխադասային հանձնաժողովում, հաշվի են առնվել ներկայցված բովանդակային առաջարկները:
