Նիկոլ Փաշինյանի պաշտոնավարման օրոք խաղամոլությունը Հայաստանում վերածվել է ազգային անվտանգության սպառնալիքի՝ բազմակի անգամներ աճելով։ Եթե 2017 թ. խաղային բիզնեիս շրջանառությունը միայն 138 մլրդ դրամ էր, ապա հաջորդ տարիներին աճել է երկրաչափական պրոգրեսիայով։ 2022 թ. այն հասել է 5.8 տրիլիոն դրամ կամ 14.4 մլրդ դոլարի, 2023 թ.՝ 6.3 տրիլիոն դրամ կամ 15.6 մլրդ դոլարի, իսկ 2024 թ․ արդեն հասել է 7․2 տրիլիոն դրամ կամ 18․2 մլրդ դոլարի։

Խաղային բիզնեսի շրջանառությունը մի քանի անգամ գերազանցում է ՀՀ բյուջեն, ավելին է, քան ՀՀ ողջ պետական պարտքը։ Գործող իշխանություններն էլ ամեն կերպ նպաստում են խաղային բիզնեսի ստվերային աճին։ Դա մի կողմից ահռելի եկամուտներ է բերում Փաշինյան&Co-ին, մյուս կողմից՝ պարտքերի, խաղամոլության տակ կքած քաղաքացիներին ավելի հեշտ է վերահսկել, պատժել, նեղել՝ պահելով սեփական անփառունակ իշխանությունը։

Շաբաթներ առաջ Ազգային ժողովում քպական պատգամավոր Հայկ Սարգսյանը ներկայացրել էր օրինագիծ, որով առաջարկվում էր գործող տուրքերից բացի 10 տոկոսով հարկել օնլայն կազինոների և տոտալիզատորների շրջանառությունը։ Նախագծի քննարկման ժամանակ բավական կոշտ վեճ էր ծագել Սարգսյանի և մյուս քպականների միջև։ Տևական քննարկումներից հետո Հայկ Սարգսյանի նախագիծն ամբողջությամբ ձևափոխել են, խաղային բիզնեսի շրջանառությունը հավանաբար չի հարկվի, փոխարենը կբարձրանան տուրքերը: Շրջանառությունը հարկելու փոխարեն կառաջարկվի կրկնապատկել արդեն գործող տուրքը, ինչը, նշենք, չնչին է նախապես ներկայացված առաջարկի համեմատությամբ:

Հիմա խաղային բիզնեսը շահութահարկից բացի վճարում է երկու տիպի տուրք. նախ տարեկան վճարում է 600 միլիոն դրամ՝ խաղային բիզնես վարելու լիցենզիայի համար, ապա նաև առանձին վճարում է խաղադրույքի տուրք, այսինքն՝ սպորտային տոտալիզատորները յուրաքանչյուր 50 միլիարդ դրամ խաղադրույք ընդունելու համար վճարում են 50 միլիոն դրամ տուրք, օնլայն կազինոները յուրաքանչյուր 100 միլիարդ դրամ խաղադրույք ընդունելու համար վճարում են 175 միլիոն դրամ: Հենց այս խաղադրույքի տուրքն է առաջարկվում կրկնապատկել:

Խաղային բիզնեսով Հայաստանում զբաղվողներն ամուր լոբբի ունեն իշխանության մեջ, ամեն գնով կարողանում են առաջ մղել իրենց ցանկալի նախագծերը, իսկ քպական չտես և ագահ պատգամավորներն էլ վաղուց դարձել են այդ բիզնեսի սպասարկուները։ Թե ինչպես է խաղային բիզնեսն ազդում պետության, մարդկանց ճակատագրերի վրա, Փաշինյանին ու նրա թիմին բոլորովին չի հուզում։
