«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը հանրային քննարկման է ներկայացրել Շիրակի մարզի Աշոցք համայնքի Բավրա բնակավայրի 2-րդ փողոցի թիվ 6 հասցեի հողամասի (կադաստրային ծածկագիր՝ 08-026-0009-0007) նկատմամբ հանրության գերակա շահ ճանաչելու մասին» նախագիծը:
2023 թ. նոյեմբերի 30-ի թիվ 2093-Ն որոշմամբ հաստատված ծրագրի համաձայն, հանրապետության տարբեր բնակավայրերում նախատեսված է կառուցել, վերակառուցել կամ հիմնանորոգել 300 դպրոց: Շիրակի մարզի Աշոցք համայնքի Բավրա բնակավայրում ևս նշված ծրագրի շրջանակներում նախատեսվում է կառուցել դպրոցի նոր շենք: Գործընթացն իրականացնելու համար անհրաժեշտություն է առաջացել Բավրա բնակավայրի 2-րդ փողոցի թիվ 6 հասցեի հողամասի նկատմամբ ճանաչել հանրային գերակա շահ:
Կառուցումն իրականացվելու է հասարակական նշանակության կառուցապատման համար նախատեսված՝ սեփականության իրավունքով անհատ անձանց պատկանող 3 հողամասի տարածքում: Հողամասերի սեփականատերերն իրենց պատկանող հողամասերը ցանկանում են օրենսդրությամբ սահմանված կարգով նվիրաբերել Հայաստանի Հանրապետությանը: Այդ հողամասերից հանրության գերակա շահ ճանաչվող՝ 3850 քառ. մ մակերեսով հողամասը սեփականության իրավունքով պատկանում է Շուշանիկ Իվանյանին (գույքի նկատմամբ իրավունքի պետական գրանցման վկայական՝ 10072024-080039): Նշված հողամասի նկատմամբ՝ 504 665 դրամի պահանջի հիմքով, ԴԱՀԿ ծառայության կողմից կիրառված է արգելանք: Նախանշված գործընթացի իրականացումն ապահովելու համար հարցին համապատասխան լուծում պետք է տրվի օրենսդրությամբ սահմանված կարգով:
Բավրա բնակավայրում դպրոցի շենքի բացակայությունը բացասաբար է անդրադառնում ուսումնական գործընթացի կազմակերպմանը: Ուստի նորմատիվային պահանջներին համապատասխան՝ 144 աշակերտի և 80 նախադպրոցական տարիքի երեխայի համար նախատեսվող կրթահամալիրի կառուցման արդյունքում կապահովվի կրթության զարգացումը տվյալ բնակավայրում, էականորեն կբարելավվեն պայմանները, որոնք կնպաստեն ուսումնական գործընթացի կազմակերպման արդյունավետության բարձրացմանը:
Նախագծի մշակման գործընթացում ներգրավված են պետգույքի կառավարման կոմիտեն և Շիրակի մարզպետի աշխատակազմը:
