ԱԺ-ն հաստատեց ՄԻՊ ընտրության կարգը

Ազգային ժողովը քվեարկությամբ հաստատեց Մարդու իրավունքների պաշտպանի ընտրության կարգը: «Արմենպրես»-ի հաղորդմամբ՝ Ազգային ժողովի 2012 թվականի մայիսի 31-ի որոշման մեջ լրացում կատարելու եւ Մարդու իրավունքների պաշտպանի պաշտոնում ընտրելու համար Ազգային ժողովին թեկնածու առաջարկելու կարգի մասին» որոշման նախագծին կո ղմ քվեարկեց 89, դեմ՝ 16, ձեռնպահ՝ 6 պատգամավոր:

Օրենքի նախագծով սահմանվում է, որ Ազգային ժողովի պետական-իրավական հարցերի մշտական հանձնաժողովն է իրավասու Ազգային ժողովին ներկայացնելու Մարդու իրավունքների պաշտպանի թեկնածուի վերաբերյալ առաջարկություն, հաշվի առնելով, մասնավորապես` սահմանադրական փոփոխությունների, պետական մարմինների կազմավորման, ինչպես նաեւ՝ օրենսդրական ակտերի կատարելագործման գործընթացում նշված հանձնաժողովի կարեւոր դերը: Օրենքի նախագծով սահմանվել են նաեւ Մարդու իրավունքների պաշտպանի թեկնածուների վերաբերյալ հանձնաժողովին դիմումների ներկայացման կարգն ու ժամկ ետները:

Քվեարկությունից առաջ վարման կարգի վերաբերյալ ելույթ ունեցավ ԱԺ ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը: Նա նշեց, որ քվեարկությունից առաջ ցանկալի կլիներ հասկանալ, թե նախագծի քննարկման ընթացքում հնչած որ առաջարկներն են ընդունվել: ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանը նշեց, որ նախագիծը փոփոխությունների չի ենթարկվել: Նա հայտնեց, որ գրավոր առաջարկ ներկայացրել է միայն պատգամավոր Թևան Պողոսյանը, որը չի ընդունվել: «Մենք նպատակահարմար չենք համարել ընդունել այն առաջարկը, ըստ որի` հանձնաժողովը ԱզգայÕ �ն ժողովի լիագումար նիստին պետք է ներկայացնի Մարդու իրավունքների պաշտպանի երկու թեկնածուի: Մենք հանձնաժողովում այսպես թե այնպես քննարկում ունենալու են և թեկնածուին ներկայացնելու ենք կոնսենսուսի արդյունքում, իսկ լիագումար նիստում արդեն պատգամավորները դեմ կամ կողմ արտահայտվելով կներկայացնեն իրենց տեսակետը»,- հավելեց Սահակյանը:

Պատգամավորների մեծ մասը դժգոհություն արտահայտեց, որ հանձնաժողովը պետք է ընդամենը մեկ թեկնածուի ներկայացնի: Իրենց դժգոհությունն արտահայտեցին պատգամավորներ Խաչատուր Քոքոբելյանը, Զարուհի Փոստանջյանը, Տիգրան Ուրիխանյանը, Հեղինե Բիշարյանը: Տիգրան Ուրիխանյանը հանձնաժողովում ներկայացված ընդդիմադիր քաղաքական ուժերին կոչ արեց համատեղել ջանքերը, հանձնաժողովում ապահովել կոնսենսուս և այդ կոնսենսուսը բերել լիագումար նիստ:

ԱԺ ՀՀԿ խմբակցության ղեկավար Վահրամ Բաղդասարյանը  կոչ արեց քվեարկության դնել ներկայացված նախագիծը: Նա չհամաձայնեց հնչող կարծիքների հետ, թե հանձնաժողովի կողմից ներկայացված թեկնածուն անպայման ընտրվելու է լիագումար նիստում: «Շատ հնարավոր է, որ լիագումար նիստում հանձնաժողովի կողմից ներկայացված թեկնածուն չընտրվի: Եթե չընտրվի, այդ դեպքում հանձնաժողովը կներկայացնի երկրորդ թեկնածուին»,- եզրափակեց Բաղդասարյանը:
