Չաշխատելու համար պատիժ չկա. «Փաստ»

«Փաստ» օրաթերթը գրում է.
Օրերս Նիկոլ Փաշինյանը հայտարարել էր, թե ցանկանում է աշխատաժողով անցկացնել 2024 թվականին 50 մլն դրամ և ավելի հարկ վճարած ընկերությունների ղեկավարների մասնակցությամբ: Ընդ որում, քանզի այդ ընկերությունների թիվը հազարից ավելին է, կա նաև վերապահում՝ «ովքեր հետաքրքրված են կիսվել գործարարությամբ զբաղվելու մեր միջավայրը ավելի բարենպաստ դարձնելու իրենց գաղափարներով»: Ժամանակը ցույց կտա, թե քանիսը կմասնակցեն դրան, իսկ հիմա արդեն կա տեսակետ, որ այս աշխատաժողովը ոչ թե կիրառական, գործնական, այլ բացառապես PR նպատակ ունի՝ առաջիկա ընտրությունների համատեքստում:
Ընդհանրապես, իշխանական վերնախավում շատ են խոսում, որ գործարար միջավայրը պետք է բարելավել, որն էլ իր հերթին կբարձրացնի երկրի նեդրումային գրավչությունը։ Սակայն, դատելով իրավիճակից, հասկանում ենք, որ սրանք միայն խոսքեր են՝ կենացների մակարդակում։ Նախ՝ պետք է հաշվի առնել, որ պետական կառավարման ահռելի համակարգը, ըստ շատ փորձագետների, վերջին 6-7 տարում լցվել է անպատասխանատու և ոչ կոմպետենտ պաշտոնյաներով։ Խոսքը հիմնականում ղեկավար կազմի մասին է: Ընդ որում, այս անձինք մի հարցում հաստատ տաղանդավոր են. նրանք տիրապետում են արհեստական և մտացածին խնդիրներ ստեղծելու և ոչ իրական խնդիրներ «լուծելու» արվեստին։
Ի դեպ, շատ գործարարներ նշում են, որ մասնավորաբար փոխվարչապետ Տիգրան Խաչատրյանը դարձել է գործարար աշխարհի «աքիլեսյան գարշապարը»։ Ավելին, գործարարների մեջ կա տարածված խոսույթ. «Եթե ուզում ես խոստումնալից ծրագիրդ վիժի հենց սաղմնային փուլում, ապա դիմիր Տիգրան Խաչատրյանին»։ Խոսքն առաջին հերթին այն մասին է, որ նա, որպես կանոն, անընդհատ բարդացնում կամ միանգամից տապալում է ծրագրերը՝ գործարարներին գցելով «բյուրոկրատական շրջանաձև դժոխքի մեջ»: Սա նույնիսկ զարմանալի չէ, քանի որ Նիկոլ Փաշինյանի կառավարությունում կա գլխավոր «կանոն»՝ չաշխատելու և վնասարարության համար պատիժ չի հասնում։
Ըստ այդմ, նույն գործարար շրջանակներում հարց է առաջանում՝ Փաշինյանի նախաձեռնած աշխատաժողովի հիմնական զեկուցողը Տիգրան Խաչատրյա՞նն է լինելու, թե՞ ամեն դեպքում վարչապետը կցանկանար, որ այդ համաժողովը չտապալվեր։
