2018 թ. զավթելով իշխանությունը՝ Նիկոլ Փաշինյանն ու իր թիմը խոստանում էին խոշոր բարեփոխումներ իրականացնել բոլոր ոլորտներում, այդ թվում՝ զինված ուժերում և դատաիրավական համակարգում։ Շատերը, նշենք, որոշակի հույսեր էին փայփայում, որ նոր ու «հեղափոխական» թիմը կկատարի իր խոստումները։ Փաշինյանական թիմը ոչ միայն չկատարեց որևէ խոստում, այլև հիմնովին ձախողեց թե՛ ռեֆորմները, թե՛ կայացած ու գործող պետական համակարգը։

44-օրյա պատերազմից հետո Պաշտպանության նախարարներ նշանակվեցին մարտական որոշակի ուղի անցած, կադրային զինվորականներ, բայց 2021 թ. Փաշինյանը հեռացրեց նախարարներին, հին զինվորականների, իսկ պաշտպանության նախարար նշանակեց պատմության մի ուսուցչի, որի առնչությունը բանակին երկմյա ծառայությունն էր։ Այն էլ, այդ ծառայությունն աչքի էր ընկել ոչ թե օրինակելի վարքով, այլ հրամանատարին դանակահարելով։ Ուստի զարմանալի չէ, որ բանակում ռեֆորմները մնում են թղթի վրա կամ քպականների բարձրագոչ հայտարարություններում, իսկ խաղաղ պայմաններում զինվորներ են սպանվում կամ ինքնասպան լինում։

Պաշտպանության նախարարությունը երեկ հայտնել էր, որ 19-ամյա զինծառայողի դի է հայտնաբերվել՝ հրազենային վնասվածքով։ Հրազդանից զորակոչված Սևակ Հովհաննիսյանն է սպանվողը։ ՔԿ-ն հաստատել է, որ դեպքը սպանություն է, բայց առայժմ որևէ մեկին չեն ձերբակալել, մեղադրյալ էլ չկա։

Մեղավորին միգուցե կձերբակալեն, կդատեն, բայց դրանից իրավիճակն առանձնապես չի փոխվում։ Անցած տարի բանակում մահվան 40 դեպքից 36-ը գրանցվել է ոչ մարտական պայմաններում։ Հովհաննիսյանի սպանությունն այս տարվա առաջին դեպքն էր։ Ցավոք, կարելի է կանխատեսել, որ վերջինը չի լինելու։ Իսկ քպական պաշտոնյաները շարունակում են հարստանալ, հոռանալ և պատուհաս դառնալ և բանակի, և պետության համար։
