ՀՀ ԱԳ նախարարի պաշտոնում Արարատ Միրզոյանի նշանակումից հետո ակնհայտ էր, որ արտաքին քաղաքական գերատեսչությունը քանդելու նպատակ է դրված։ Նիկոլ Փաշինյանը 2018 թ. իշխանափոխությունից հետո հասկացել էր, որ ԱԳ կադրային դիվանագետների հետ իր նման ապիկարին չի հաջողվելու լեզու գտնել, ուստի ամեն ինչ արել է ԱԳՆ-ից միայն ֆասադը թողնելու համար։

Իբր դիվանագիտորեն հարցը շրջանցելու նրա արարքը վերածվել էր իրականում խեղճության ևս մեկ դրսևորման, ինչն էլ հարուցել է դիվանագետների զայրույթը։ Արարատ Միրզոյանը պաշտպանել է ոչ թե հին դիվանագետներին, այլ Կոստանյանին, ասել, որ նա կատարում է իր հանձնարարությունները։ Որոշ կադրային դիվանագետներ, նաև արտերկրում նշանակված դեսպաններ սպառնացել են հրաժարական ներկայացնել։ Իսկ դա բոլորովին չի հուզում գործող իշխանություններին։ Ավելին, հայտարարել են, որ հեռացողների փոխարեն նշանակումներ անելու են ՔՊ քաղաքական թիմից։
