Քննարկվում է մի հարց, որը ոչ միայն օրենք չի կարող լինել այսպիսի բովանդակությամբ այլ նաև կարող է որակվել որպես իրավական ծաղր, այն, ինչ քննարկվում է ԱԺ-ում, մի բաժակաճառ է հիշեցնում, որն, ըստ Սահմանադրության, չի կարող կոչվել օրենք: Այս մասին ԱԺ-ում իր ելույթի ժամանակ ասաց «Հայաստան» խմբակցության քարտուղար Արծվիկ Մինասյանը՝ անդրադառնալով ԵՄ-ին անդամակցելու գործընթացի մեկնարկի մասին նախագծին:
Ըստ պատգամավորի՝ դրա փոխարեն քաղաքական մեծամասնությունը կարող էր ուղերձի կամ հայտարարության նախագիծ բերել: «Չի բերում, որովհետև սա հերթական քայլն է, որ եթե վատ հետևանք ունենա, ասի՝ ոչ թե մեծամասնությունն է մեղավոր, այլ՝ ժողովուրդը: Ժողովրդի ջեբը գցելու հերթական քայլն է: Եթե չստացվի կամ որևէ վատ բան լինի, կասեն՝ ի՞նչ անենք, ժողովուրդն էր, ո՞նց չհարգեինք ժողովրդի, քաղաքացիական նախաձեռնության իրավունքը»,- նկատեց Մինասյանը:
Նա շեշտեց՝ որևէ միջազգային կազմակերպության անդամակցության հարցի քննարկումը ՀՀ կառավարության բացառիկ իրավունքն է, և ուրիշ որևէ մեկը չի կարող նման հարց բերել օրակարգ:
«Սա հերթական պոպուլիստական, արկածախնդրային քայլն է, որով մեծամասնությունը կամ նրա առանձին ներկայացուցիչները փորձում են հերթական անգամ Հայաստանը դնել նոր հարվածների առաջ: Չի քննարկվում այսօր Եվրոպայի հետ առևտրի ավելի լավ ռեժիմներ ունենալու հարցը, այս նախագիծը դրա հետ կապ չունի, կապ չունի Հայաստանի քաղաքացիների Եվրոպա ազատ մուտքի ու ելքի հետ»,- ասաց նա:
Մինասյանը հիշեցրեց, որ մինչդեռ այդ ամենի հնարավորություն տրված է CEPA-ի համաձայնագրով, որն այս իշխանությունը չի կատարում:
«Հիմա կեղծ հերթական հարց է բերում մեջտեղ ու ասում է՝ տեսեք մենք գնում ենք դեպի պայծառ ապագա, ձեր այս քայլով ոչ թե պայծառ ապագա եք տանում հայ ժողովրդին, այլ տանում եք հերթական կառափնարան կամ առնվազն վտանգավորության մի այնպիսի գոտի, որտեղ ոչ վիզաների ազատականացումը կփրկի և ոչ էլ առևտրի ազատականացումը»,- ընդգծեց պատգամավորը:
