Ժամանակավոր անաշխատունակության և մայրության նպաստի նշանակումը ու վճարումը կկատարվի ավտոմատ եղանակով՝ էլեկտրոնային առողջապահության համակարգի, ՄՍԾ-ի և ՊԵԿ-ի էլեկտրոնային բազաների փոխգործելիության միջոցով: Այդ մասին նախագիծը Ազգային ժողովում առաջին ընթերցմամբ ներկայացրեց ԱՍՀ նախարարի տեղակալ Դավիթ Խաչատրյանը:

Գործող օրենքով մայրության նպաստը ՄՍԾ-ի կողմից նշանակվում է միայն չաշխատող անձանց դեպքում: Վարձու աշխատողներին թե՛ մայրության նպաստը, թե՛ ժամանակավոր անաշխատունակության նպաստը նշանակվում, հաշվարկվում և վճարվում է գործատուի կողմից, որի դիմաց գործատուն փոխհատուցվում է պետական միջոցներից:

«Ստացվում են պետական միջոցները՝ նպաստի տեսքով, նշանակվում և վճարվում են գործատուի կատարած հաշվարկներով, ինչը բավականին ռիսկային է: Ըստ որում՝ պետական մարմինը այդ հաշվարկները կարող է ստուգել միայն այն դեպքում, երբ գործատուն դիմում է փոխհատուցում ստանալու համար:

Այս տեսակետից էլեկտրոնային առողջապահական համակարգի ներդրմամբ հնարավորություն է տրվում նպաստի համար անհրաժեշտ տեղեկատվության ինքնաշխատ փոխանակման միջոցով նպաստների նշանակման գործընթացն իրականացնել պետական մարմնի միջոցով»,- ասաց նա:

Գործող կարգավորման համաձայն՝ մայրության նպաստը հաշվարկվում է օրացուցային օրերով, իսկ ժամանակավոր անաշխատունակության նպաստը՝ աշխատանքային օրերով: Առաջարկվում է ժամանակավոր անաշխատունակության նպաստը ևս հաշվարկել օրացուցային օրերով:

Նախարարի տեղակալը խոստանում է՝ ներկայիս թղթաբանական-բյուրոկրատական քաշքշուքները օրենքի կիրարկումից հետո այլևս չեն լինի, ամբողջը կկատարվի ավտոմատ եղանակով՝ առողջապահական էլեկտրոնային համակարգի, ՄՍԾ-ի, ՊԵԿ-ի էլեկտրոնային բազաների փոգործելիության միջոցով:

«Անձը, երբ կայցելի բժշկի, կբացվի նրա անաշխատունակության օրը, և այդ պահից սկսած՝ ամբողջ տեղեկատվությունն այս համակարգերի գործածմամբ կփոխանցվի համապատասխան մարմինների միջև, այնուհետև աշխատողը գործատուի կողմից կստանա իր նպաստը՝ արդեն իր աշխատավարձային քարտին, և որևէ այլ գործողություն անելու անհրաժեշտություն չի ունենա»,- ասաց նա:

«Հայաստան» խմբակցության պատգամավոր Արմենուհի Կյուրեղյանը հետաքրքրվեց՝ առողջապահական էլեկտրոնային համակարգը՝ «Արմեդը», արդյոք պատրա՞ստ է նման ծանրաբեռնվածության: Նախարարի տեղակալը նշեց՝ հայտնել են նման մտահոգություն առողջապահության նախարարությանը, սակայն նշվել է, որ այժմ համակարգի վերափոխման, վերազինման աշխատանք է կատարվում:

Հարակից զեկուցող Լիլիթ Ստեփանյանը հավելեց՝ ժամանակավոր անաշխատունակության և մայրության նպաստը գործատուի կողմից հաշվարկվելու դեպքում հնարավոր են սխալներ, որոնց շտկման համար բյուրոկրատական քաշքշուքներ կարող են առաջանալ. նախագիծը դրանից խուսափելուն է ուղղված:
