Լիազոր մարմինը հնարավորություն կստանա սննդային գործոնով պայմանավորված թունավորումների կամ վտանգավոր սննդամթերքի կասկածների դեպքում իրականացնել վերահսկողական միջոցառումներ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունն առաջարկում է լրացում կատարել «Սննդամթերքի անվտանգության պետական վերահսկողության մասին» օրենքում: Նշվում է, որ սննդի միջոցով փոխանցվող հիվանդությունների թվի աճի և մարդու օրգանիզմի վրա բացասական հետևանքների վաղ հայտնաբերման համար անհրաժեշտ է, որ սննդամթերքի անվտանգության ոլորտում իրականացվելիք բարեփոխումները նպատակաուղղված լինեն նաև արագ արձագանքման արդյունավետ միջոցառումների կիրառմանը՝ սննդի հետ կապված ռիսկերը նվազագույնի հասցնելու և սպառողների առողջության ու իրավունքների պաշտպանության բարձր մակարդակ ապահովելու նպատակով:

Վերջին տասնամյակում Հայաստանում գրանցվել են սննդային ճանապարհով փոխանցվող մի շարք հիվանդություններ և սննդային թունավորումներ, որոնց նկատմամբ առավել խոցելի են 65 և բարձր տարիքի անձինք, երեխաները, հղիները, այլ հիվանդությունների պատճառով թուլացած իմունային համակարգ ունեցող մարդիկ։ Ներկայում գործող ընթացակարգով Սննդամթերքի անվտանգության տեսչական մարմինը հնարավորություն չունի մարդու կյանքի և առողջության համար վնասակար սննդամթերքի հիմնավոր կասկածների դեպքում արագ և ժամանակին ձեռնարկել համապատասխան վերահսկողական միջոցառումներ, ինչի արդյունքում ձեռնարկված միջոցառումները հաճախ լինում են ժամանակավրեպ՝ նպաստելով աղտոտման աղբյուրների տարածմանը։

Ներկայումս մարդու կյանքի և առողջության համար վտանգավոր արտադրանքի (ուղեկցող փաստաթղթերի, սերտիֆիկատի, հայտարարագրի, մակնշման բացակայություն, ժամկետանց, անհայտ ծագման) հիմնավոր կասկածների դեպքում լիազոր մարմնի կողմից վերահսկողական աշխատանքներ ձեռնարկելու համար անհրաժեշտ են նույն մարմնի հրամանն ու տնտեսվարող սուբյեկտի ստորագրությունը, նմուշի լաբորատոր փորձաքննության արդյունքները, ինչը ժամանակատար է և կարող է հանգեցնել մարդու կյանքի կամ առողջության համար բացասական հետևանքների:

Հետևաբար ներկայացվող կարգավորումները միտված են հանրային առողջության ապահովմանը և կնպաստեն սննդային գործոնով պայմանավորված սպառողների հիվանդությունների առաջացման ռիսկերի նվազեցմանը:

Նախագծի ընդունմամբ լիազոր մարմինը հնարավորություն կունենա սննդային գործոնով պայմանավորված թունավորումների կամ վտանգավոր սննդամթերքի կասկածների դեպքում իրականացնել համապատասխան վերահսկողական միջոցառումներ՝ ուղղված ռիսկերի մեղմմանը, աղտոտման աղբյուրների վաղ բացահայտմանն ու հետագա վնասների կանխմանն ուղղված արագ գործողությունների կիրառմանը:
