Վիճակախաղերի մասին
 
1. Վիճակախաղ խաղալիս մարդիկ սովորաբար նաեւ իրենց հարկում են, թեեւ հույս ունեն ստանալ հատուկ նպաստ։ Հետևաբար, վիճակախաղը, ճիշտ ասած, հարկ է դժբախտ, ինքնավստահ հիմարների, մարդկանց, ովքեր հավատում են իրենց բախտին կամ հավատացել են տարբեր գուշակների, ովքեր իրենց խոստացել են, որ իրենք մեծ հաջողություն կունենան վիճակախաղի մոտավորապես ժամանակին և վայրում, որը գտնվում է, թերևս, ճակատագիրը կանխատեսված վայրից հարավ-արևմուտք:

2. 3. Հետևաբար, վիճակախաղը չպետք է թույլ տրվի, քանի դեռ իշխանությունները չեն սահմանել այն համամասնությունը, որով մարդիկ վճարելու են իրենց սխալների համար, և հոգ տանել, որ մարդիկ չխաբվեն այնքան և այնքան հաճախ, որքան իրենք են թույլ տալիս:
 
4. Վիճակախաղի պետք է օգտագործվի միայն փոքր գումարներ հավաքելու և ավելի շուտ մասնավոր-հանրային կարիքների համար (ոչ թե բանակների կամ նավատորմի սարքավորումների պահպանման համար), ինչպես օրինակ՝ ջրատարների, կամուրջների և, հնարավոր է, ճանապարհների և այլնի կառուցման համար։ Ուստի այս դեպքում դրանց մասին ավելին ոչինչ չենք ասի։
