«Փաստ» օրաթերթը գրում է.
Քանի օր է՝ քպական պաշտոնյաները թմբկահարում են, թե 2024 թվականի համար հայտարարագիր լրացրած արդեն իսկ 3732 քաղաքացի օգտվել է սոցիալական ծախսի փոխհատուցման հնարավորությունից, ու նրանց վերադարձվել է 340 մլն ՀՀ դրամ: Հասկանալի է՝ հաշվի առնելով այն հանգամանքը, որ կառավարությունը ակնհայտորեն ձախողել է համընդհանուր հայտարարագրման համակարգը, դժվարություններ է ստեղծել քաղաքացիների համար, իսկ համակարգն ինքնին քաղաքացիների կողմից ընկալվում է որպես իրենց գրպանը մտնելու հերթական քայլ, փորձ է արվում ապացուցել, թե իրականում պետությունը «ինչ-որ բան է դրել քաղաքացու գրպանը»:
Նշվում է նաև, որ անցած տարի հայտարարագիր է ներկայացրել մոտ 59 հազար մարդ, իսկ այս տարի՝ արդեն մոտ 4500: Իրականում վերջին թվի հետ կապված «արդեն» արտահայտությունը տեղին չէ: Որպեսզի մինչև նոյեմբերի 1-ը հայտարարագիր ներկայացնեն հայտարարագիր ներկայացնելու պարտավորություն ունեցող բոլոր անձինք, ամսական հայտարարագիր պետք է ներկայացնի մոտ 75 հազար քաղաքացի, այսինքն՝ անհամեմատ ավելի շատ, քան ամբողջ 2023 թվականին: Ըստ այդմ, առաջին մեկ ամսում հայտարարագիր ներկայացրածների թիվը՝ մոտ 4500, պարզապես չնչին ցուցանիշ է: Եթե նույնիսկ հաշվի առնենք, որ ընթացքում այդ թիվը կարող է աճել, ասենք, թեկուզ 3-4 անգամ, ապա լավագույն դեպքում մինչև նոյեմբերի 1-ը հայտարարագիր կլրացնի մոտ 150 հազար քաղաքացի, այսինքն՝ մոտ 15-20 տոկոսը: Առավել ևս, եթե հաշվի ենք առնում, որ քաղաքացիների զգալի մասը, կարծես թե, որոշում ունի բոյկոտել համընդհանուր հայտարարագրման համակարգը:
Մյուս կողմից՝ ինչպես տեղեկացրել ենք, եթե առաջիկա կարճ ժամանակամիջոցում այդ համակարգը չեղարկելու ուղղությամբ առարկայական քայլեր չեղան, մասնավորաբար, «Հայաստանը ես եմ» նախաձեռնության կողմից նախատեսվում են առավել վճռական ու զանգվածային գործողություններ:
