«Ըստ նույն աղբյուրների, ՀԷՑ–ի տնօրեն Բիբինը չի պատրաստվում լռել և մի շարք հայտարարություններ է անելու: Ենթադրվում է, որ դրանք այնքան էլ ձեռնտու չեն լինելու իշխանություններին և այդ իսկ պատճառով նրանք մտմտում են լսումները փակ անցկացնելու տարբերակը: Հիշեցնենք ընդամենը, ՀԷՑ-երի նախկին տնօրեն Գլադունչիկի օրոք բացահայտվել էր, որ այդ ընկերության հաշվին Բաղրամյան 26-ի համար ավելի քան մեկ տասնյակ մեքենաներ էին գնվել։ Չի բացառվոմ, որ մոտավորապես այս կարգի բացատրություններ կարող է ներկայացնել Եվգենի Բիբինը լսումների ժամանակ: Այդուհանդերձ. ինչպես պնդում են իշխանական շրջանակներում, հայկական կողմը պատրաստվոմ է ռուսական կողմի հետ լուրջ քննարկել ՀԷՑ–ում տիրող իրավիճակը և արդեն հասցրել է բողոքել, թե լուրջ գումարներ են փոշիացվել:
Նկատենք, որ ՀԷՑ–երի տարեկան հասույթը կազմում է 500 միլիոն դոլար, իսկ դա ՀՀ ամբողջ բյուջեի (2 միլիարդ դոլար) 25 տոկոսն է։ Այնինչ սույն ընկերությունը վերջին տարիներին հասցրել է 75 միլիոն դոլարի վնաս կուտակել: Այդ վնասը փակելու համար Հանրային ծառայությունները կարգավորող հանձնաժողովն հայտ է ներկայացրել՝ էլեկտրաէներգիան 17 դրամով թանկացնելու համար: Մեր աղբյուրները պնդում են, որ արդեն հստակ՝ որոշված է, որ Ռոբերտ Նազարյանի գլխավորած հանձնաժողովը էլէներգիան թանկացնելու է 7-7.5 դրամով: Ի դեպ, դեռ մեկ ամիս առաջ մասնավոր զրույցներում իշխանության ներկայացուցիչները խոսում էին հոսանքն ընդամենը 6 դրամով թանկացնելու մասին: Բայց ըստ վերջին խոսակցությունների, էլէներգիայի ցերեկային սակագինը 41 դրամ 85 լումայից կդառնա մոտ 50 դրամ 1 ԿՎՏ. ժամի դիմաց: Իսկ դա, բնականաբար, դոմինոյի էֆեկտով կբերի այլ ապրանքների թանկացմանը:»,–գրում է թերթը։
