Հոգեբանական աhաբեկչություն հայ ժողովրդի նկատմամբ, անբարոյականություն

«Այն, ինչ տեղի է ունեցել Ղարիբ Բաբայանի հետ իրավական տեսանկյունից՝ հակաօրինական, բարոյական տեսանկյունից՝ հակաբարոյական գործընթաց էր»,- MediaHub-ի հետ զրույցում ասում է կովկասագետ Հովիկ Ավանեսովը՝ նշելով, որ նման բովանդակությամբ տեսանյութի հրապարակումը և կից գրություն գրելը իրավական ակտերի խախտում չէ։
«Ղարիբ Բաբայանի կողմից տեսանյութի հրապարակումը հանրությանն իրազեկ պահելն էր, թե ինչ է տեղի ունեցել Հանրապետության հրապարակում, ոչ ավելին։ Դա դարձնել քրեական հետապնդման պատճառ, ուղղակի հակաիրավական գործընթաց էր, որի մասին ահազանգել են նաև իրավաբաններն ու փաստաբանները։ Օրենսդրության մեջ մանրամասն նկարագրված է, թե ինչ է իրենից ներկայացնում հայհոյանքը կամ վիրավորանքը»,- ասում է մեր զրուցակիցը։
Կովկասագետի կարծիքով՝ տեսանյութի հրապարակումից հետո իրավապահ համակարգը պետք է անհապաղ գործընթաց սկսեր բացահայտելու «Ղարաբաղ ջա՜ն, Ղարաբաղ» երգը խմբակային կատարողներին։ Այդ երգով վիրավորել են հայ ժողովրդի արժանապատվությունը։
«Անկախ նրանից, թե ի՞նչ ազգություն ունեն նրանք, կամ ո՞ր երկրի քաղաքացի են, նրանց անուն-ազգանունների ցանկը հրապարակելուն զուգահեռ պետք էր դիմել Իրանի Հանրապետության համապատասխան կառույցներին համատեղ հետաքննություն իրականացնելու համար, քանի որ այս քայլով Ադրբեջանի պետական քարոզչամեքենան և հատուկ ծառայությունները մի քանի նպատակ էին հետապնդում․ առաջինը՝ հոգեբանական ահաբեկչությունն էր հայ ժողովրդի նկատմամբ, Երևանում հասարակական կարգի խախտումը: Հենց այդ նպատակով Երևան ուղարկվել էին Իրանի քաղաքացի հանդիսացող ազգությամբ ադրբեջանցիներ՝ հակաիրանական տրամադրություններ սրելու, հակադրություններ ստեղծելու հայ-իրանական հարաբերություններում»,- ընդգծում է Ավանեսովը։
Այս ամենը մանրակրկիտ ուսումնասիրելու և ԻԻՀ հետ համագործակցելու փոխարեն՝ որոշում կայացվեց քրեական հետապնդում իրականացնել մի մարդու նկատմամբ, ով տարածել է այդ տեսանյութը։ Հովիկ Ավանեսովը վստահեցնում է, որ սա հստակ մեսիջ էր այն փորձագետներին, ազգային օրակարգով առաջնորդվող մեր այն հայրենակիցներին, ովքեր անդրադառնում են Ադրբեջանի և Թուրքիայի հանցավոր գործողություններին, կամ զբաղվում են այդ երկրների ներքին ու արտաքին քաղաքականությունն ուսումնասիրելով, հակահայկական տրամադրությունների մասին բարձրաձայնելով։
«Գիտնականի նկատմամբ հանրային խոսքի սահմանափակումը անբարոյականություն է, այն պարագայում, որ նրա՝ որպես մտավորականի հիմնական գործառույթը հանրային դաշտում է»,- հավելեց կովկասագետը։
