Հայաստանի վարչապետ Նիկոլ Փաշինյանի հայտարարությունները Ադրբեջանի հետ խաղաղ պայմանագրի նախագծում երկու չհամաձայնեցված հոդվածների վերաբերյալ ընդգծում են այն փաստը, որ թեև խաղաղ պայմանագրի կնքումը տեսականորեն մոտ է, սակայն սահմանագծման հետ կապված հարցերը կարող են հետաձգել «Խաղաղության պայմանագրի» կնքումը մոտ ապագայում, նշել է Stratfor ամերիկյան հետախուզավերլուծական ընկերությունը:
Ըստ վերլուծաբանական կենտրոնի՝ հայ-ադրբեջանական սահմանին լարվածությունը կարող է աճել տարվա երկրորդ կեսին, եթե սահմանազատման գործընթացը կասեցվի։
Բայց մոտ ապագայում խոշոր էսկալացիայի ռիսկը, ըստ վերլուծաբանական կենտրոնի, կմնա բավական ցածր։
«Կողմերը կարող են նաեւ օգտագործել տարաձայնությունները խաղաղության պայմանագրում չընդգրկված հարցերի շուրջ, ինչպիսին են «տարածաշրջանում միջանցքի հարցը
կամ Սահմանադրության փոփոխությունները»՝ որպես գործընթացը հետաձգելու պատճառ»,- նշել է Stratfor-ը։
Հայաստանի վարչապետ Նիկոլ Փաշինյանը հունվարի 31-ի ասուլիսում նշել է, որ «Խաղաղության համաձայնագրի» հետ կապված նոր բան չկա, և նախագծի 17 կետերից 15-ը համաձայնեցված են։
«Երկու կետ կա, որոնք համաձայնեցված չեն, և Հայաստանը երկուսի համար էլ լուծումներ է առաջարկել։ Դրանցից մեկը վերաբերում է սահմանի երկայնքով երրորդ երկրների ուժերի չտեղակայմանը։ Մենք առաջարկում ենք սա կիրառել սահմանի, սահմանազատված տարածքների հանդեպ։ Կա նաև միջազգային ատյաններից իրավական վեճերը հետ կանչելու թեմա, ինչը որոշակի հանգամանքներում և պայմաններում կարող է մեզ համար ընդունելի լինել, այն առումով, որ մենք ոչ միայն ինչ-որ բան հանում ենք միջազգային մարմիններից, այլև ընդհանրապես հրաժարվում ենք այդ վեճերից։
Հակառակ դեպքում կարող է իրավիճակ ստեղծվել, որ մենք հետ ենք վերցրել ինչ-որ հարց, իսկ Ադրբեջանը հետ է վերցրել իր պահանջները, այսինքն՝ մենք պայմանավորվել ենք, որ դա չենք ներկայացնի միջազգային ատյանների քննարկմանը, բայց հաջորդ փուլում Ադրբեջանն այդ հարցերը կդնի երկկողմ հարաբերությունների սեղանին, և դրա շուրջ կարող է թեժացում տեղի ունենալ։
Այս դեպքում մենք արդեն կփակենք այս էսկալացիայի ռիսկը կառավարելու և միջազգային հարթակներն օգտագործելու մեր ճանապարհը»,- ասել է Փաշինյանը։
