«Միջանցքի» թեման «խաղաղության» փաստաթղթից հանված է և դրված է առանձին քննարկման օրակարգում․ Աբրահամյան

Ես շարունակում եմ պնդել, որ եթե Ադրբեջանը նպատակ ունենա ստորագրելու «Խաղաղության» մասին փաստաթուղթը, ապա որևէ էական խնդիր, սեղանին դրված դրույթների հետ չունի:

Կողմերն ասում են, որ փաստաթղթի 15 հոդվածը համաձայնեցված է ու քննարկում են չհամաձայնեցված` տակը մնացած 2 հոդվածները:
 
Երբ ներկայացվում է, թե որոնք են այդ հոդվածները` սահմանին երրորդ երկրի զորքեր չտեղակայելու և միջազգային վեճերից երկկողմ հետ կանգնելու մասին, ապա սկնհայտ է, որ դրանք ոչ միայն օրակարգի ամենաբարդ հարցերը չեն, այլ կողմերի «հակասություններն» առանձնապես սուր կամ ակնհայտ մերժող տարրեր չեն պարունակում:

Պետք է հասկանալ, թե ինչու՞ է Ադրբեջանը արհեստականորեն ձգում պրոցեսը:

Այստեղ տարբեր պատճառներ կարող են լինել, բայց երկուսին կանդրադառնամ:

Առաջին, Ադրբեջանն իր պահանջների վերաթարմացման կամ ընդլայնման հերթական շրջափուլում է:

Երկրորդ, ուժի կիրառման պլանը որպես տարբերակ ունենալով, Ադրբեջանը ուսումնասիրում է պատերազմի վերսկսման ներքին և արտաքին գործոնները, գնահատում դրա հետևանքները:

Այստեղ նպատակը կարող է լինել Սյունիքի ուղղությամբ հնարավոր օպերացիան և «միջանցքի»` ուժով բացման անվան տակ Սյունիքի կամ դրա մի հատվածի օկուպացիան:
