Հրայր Կամենդատյանը ֆեյսբուքյան իր էջում գրել է․ 

Թել-Սելը պետք է վերահսկվի ՀՀ ֆինանսների նախարարության կողմից։

Արդեն մեկ տարի սակագնի շուրջ ընթացող քննարկման ժամանակ բոլորը մոռացել են մեկ հարց։ Ո՞վ է վերահսկելու Թել-Սելին:
Նախկինում գործում էր հետեւյալ սխեման։

1. Ավտոբուսի վարորդը կանխիկի գանձարկղը հանձնում էր ավտոբուսի հավաքակայան, որտեղից գումարը կամ մի մասը հանձնվում էր հավաքակայանի սպասարկող բանկ, որտեղից էլ այն փոխանցվում էր քաղաքապետարանի հաշիվներին։

Այս սխեմայի մեջ կային գումարի ամբողջական փոխանցման բացահայտ ողջամիտ կասկածներ, որոնք հիմա վերացվում են։
Սակայն ներկա սխեմայում առաջ են գալիս էլի ողջամիտ կասկածներ։

2. Ամբողջ կանխիկ գումարը հավաքվում է Թել-Սելի ապարատներով, որտեղից նրանց ինկասացիան այն տանում է Թել-Սելի գլխավոր դրամարկղ, որտեղից էլ գումարը փոխանցվում է քաղաքապետարանի հաշիվներին։ Հիմա հարց՝ մտորելու համար։ Ի՞նչը կամ ո՞վ է խանգարելու թելլսելին՝ ցույց տալու օրական հավաքագրված կանխիկի մի մասը: Մի մոռացեք, որ թելլսելը տիրապետում է եվ ծրագրային ապահովում հաշվառումը եվ տերմինալները ։ Կարծում եմ՝ անհրաժեշտ է գումարի գանձման այս շղթայում մտցնել պետական վերահսկիչ լիազորի' օրինակ ՀՀ ֆինանսների նախարարությանը։Մի մոռացեք, որ թելլսելը սպասարկման համար Երեւանի քաղաքապետարանից մեկ քոռ կոպեկ չի ստանում: Եթե որևէ մեկը կպնդի, որ ՀՀ կենտրոնական բանկն է վերահսկելու գործընթացը, ապա դա նոմինալ վերահսկում է միայն, որը կարելի է հանգիստ շրջանցել ։
