Պետական պարտքը կավելանա. համաշխարհային բանկը գումար է խոստացել

Համաշխարհային բանկի խմբի գործադիր տնօրենների խորհուրդը հաստատել է Հայաստանի համար նոր՝ հնգամյա գործընկերության շրջանակը։ Ծրագրի նպատակն է նվազեցնել աղքատությունը և նպաստել աշխատատեղերի ստեղծմանը և կայունության բարձրացմանը:
ՀԲ-ն նշել է, թե Հայաստանը զարգացման զգալի հաջողությունների է հասել վերջին տարիներին, բայց ենթակառուցվածքների բացերը, ներքին և օտարերկրյա ներդրումների ցածր մակարդակը և գործազրկության բարձր մակարդակը շարունակում են մնալ աճի հիմնական մարտահրավերները: Հայաստանում կրթության և առողջապահության անհավասար արդյունքները սահմանափակումներ են ստեղծում զբաղվածության և արտադրողականության վրա: Սոցիալական պաշտպանության համակարգը պահանջում է բարեփոխումներ՝ ճգնաժամի ընթացքում խոցելի խմբերին ավելի լավ բացահայտելու և աջակցելու համար: Հայաստանը նաև բախվում է երկրաշարժերի լուրջ ռիսկերի և գնալով ավելի խոցելի է դառնում կլիմայի փոփոխության հետևանքների նկատմամբ։
Համաշխարհային բանկի նոր ռազմավարության նպատակն է ստեղծել նոր, բարձրորակ աշխատատեղեր, հզորացնել մարդկային կապիտալը՝ ընդլայնելով որակյալ առողջապահական համակարգի հասանելիությունը և բարելավելով սոցիալական պաշտպանվածությունը: Այդ գործի համար Վերակառուցման և զարգացման միջազգային բանկն ակնկալում է մոտ 1 միլիարդ դոլարի ֆինանսավորում առաջիկա հինգ տարիների ընթացքում, իսկ Միջազգային ֆինանսական կորպորացիան՝ մինչև 700 միլիոն դոլար: Ընդ որում, թեպետ միջազգային կառույցներն ու ՀՀ գործող իշխանությունները չեն նշում, բայց այդ միջոցները ոչ թե որպես գրանտ կամ արտոնյալ վարկ են ձևակերպելու, այլ սովորական պայմաններով վարկ են ձևակերպելու՝ ավելացնելով ՀՀ պետական պարտքը։
Առանց այն էլ, Փաշինյանի պաշտոնավարման յոթ տարիներին ՀՀ պետական պարտքը կրկնակի ավելացել է՝ հասնելով մոտ 13 մլրդ դոլարի։ Եվ միջազգային ֆինանսական կորպորացիաները միտումնավոր ավելացնում են պարտքը՝ Հայաստանին ավելի մեծ տնտեսական ու քաղաքական կախվածության մեջ գցելով։
