ԿԳՄՍՆ-ն արվեստի, երաժշտական, գեղարվեստի դպրոցների և մարզադպրոցների գործունեությանն առնչվող կարգավորումներ է առաջարկում

Ունենք ավելի քան 400 արվեստի, երաժշտական, գեղարվեստի դպրոցներ և մարզադպրոցներ, որտեղ սովորում է ավելի քան 100 հազար երեխա: Առաջարկում ենք առանձին լիազորող նորմով սահմանել այս հաստատություններում աշխատող մանկավարժների և վարչատնտեսական աշխատողների պաշտոնների անվանացանկը և նկարագիրը, ինչը թույլ է տալու հասկանալ, թե որն է ծառայությունների տրամադրման ստանդարտը, և այդ իմաստով հնարավոր է դառնում որակական միևնույն չափանիշներ սահմանել բոլոր հաստատությունների համար: Այդ մասին որոշման նախագիծը Կառավարության՝ հունվարի 23-ի նիստին ներկայացրեց ԿԳՄՍ նախարար Ժաննա Անդրեասյանը:

Նախագծով հստակեցվում են նաև ֆինանսավորման ընթացակարգերը: Վերոնշյալ ուսումնական հաստատությունները տարբեր ծրագրերի շրջանակում պետբյուջեից ֆինանսավորում են ստանում, սակայն ֆինանսավորման ընթացակարգերի որևէ հստակ կանոն չկա:

Նախարարը կարևորեց նաև այս հաստատություններում ընդունելության, ավարտական քննությունների անցկացման, ուսումնական պլանների հաստատման մասով միասնական մոտեցումներ ունենալը: Այս մասով ևս ԿԳՄՍՆ-ն առաջարկում է գործիքակազմ:

«Տրամաբանությունն այն է, որ պետք է ունենանք կրթության կառավարման միասնական մոտեցումներ: Իհարկե, կան առանձնահատկություններ նախապրոցական հաստատությունների, քոլեջների և դպրոցների մասով, սակայն սրանք հիմնականում ոլորտային կարգավորումներ են, իսկ իրականում կրթության կազմակերպման և բովանդակության կառավարման տեսանկյունից միասնական ստանդարտի խնդիր ունենք»,- ասաց նա:

Մեկ այլ առաջարկ վերաբերում է հավաստագրման գործընթացին: ԿԳՄՍՆ-ն առաջարկում է վերոնշյալ ուսումնական հաստատությունների մասով սահմանել կրթության կառավարման միասնական մոտեցում, այն է՝ միասնականացնել հավաստագրման մոտեցումը:
