Հնարավոր է՝ օտարերկրյա տրանսֆերտները պետք կլինի հայտարարագրել, բայց դրանից որևէ հարկային պարտավորություն չի առաջանա, իսկ երկրի ներսում մինչեւ 300 հազար փոխանցումները հայտարարագրել պետք չի: Այս մասին այսօր՝ հունվարի 22-ին, ԱԺ-ում հարցուպատասխանի ժամանակ նշեց վարչապետ Նիկոլ Փաշինյանը:

ԱԺ նախագահ Ալեն Սիմոնյանը հարցրեց. «Ենթադրենք ընկերներով գնում ենք ռեստորան, ես մեկի համար վճարում եմ, հետո իրենք ինձ մարդը 20,000 դրամ փող են փոխանցում, դա հայտարարագրելու կարիքը կա՞»:

Փաշինյանը բացասական պատասխան տվեց. «Ոչ, մինչև 300,000 դրամը չի հայտարարագրվում: Եթե նույնիսկ 300,000-ից ավել է, հայտարարագրվում է, ընդ որում մի գործարքը, ոչ թե կուտակային, այլ մի գործարքը: Այսինքն կարող լինի 25, 30, 40 հատ մինչև 300 հազար, բայց եթե մի գործարքը, ասենք, 700 հազար դրամ է, դա հայտարարագրվում է, բայց դրանից որևէ հարկային պարտավորություն չի առաջանում»:

Այս թեման հետաքրքրեց նաեւ ԱԺ փոխխոսնակ  Ռուբեն Ռուբինյանին, ով եւս հարց ուներ. «Պարոն վարչապետ, կխնդրեի նորից հստակեցնել։ 300 հազար դրամ շեմը վերաբերում է միայն ընտանիքի անդամներին, թե բոլոր բոլորին: Արդյոք, եթե փոխանցումը տեղի է ունենում արտերկրից Հայաստան, դա հայտարարագրման ենթակա է, թե չէ, եթե 300 հազար շեմից ցածր է»:

Վարչապետը պատասխանեց. «Մինչև 300,000 դրամը հայտարարագրման ենթակա չի, չի հայտարարագրվում և բնականաբար, հարկման ենթակա չէ: 300 հազար դրամից ավել տրանսֆերտները հայտարարագրվում է, բայց էլի չի հարկվում:

Արտագնա աշխատողների հետ կապված հետևյալ կարգավորումն ենք արել, որ եթե մարդը ուրիշ երկրում աշխատել է, աշխատավարձ ստացել է, նախկինում ասում էինք՝ պիտի ստուգենք եկամտային հարկ վճարել է, թե չէ, բայց հետո եկանք այն կարգավորմանը, որ մեր ի՞նչ գործն է, եթե մարդը աշխատավարձ է ստացել, այդ երկրի խնդիրն է: Մեր կանխավարկածը այն է, որ ինքը եկամտային հարկը վճարել է, հետևաբար արտագնա աշխատողների աշխատավարձը նույնպես հարկման ենթակա չէ, բայց այդտեղ շեմ գոյություն ունի, ինչքան ես հիշում եմ։

Տարվա կտրվածքով մինչև 12 միլիոնը հայտարարագրման ենթակա չէ, 12 միլիոնից բարձրը հայտարարագրման ենթակա է»:
