Սեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին

ՀՀ մարդու իրավունքների պաշտպան Անահիտ Մանասյանի նախաձեռնությամբ հունվարի 21-ին տեղի է ունեցել աշխատաժողով Պաշտպանի 2023 թվականի տարեկան հաղորդման շրջանակում արձանագրված խնդիրների և ներկայացված առաջարկությունների վերաբերյալ։

Բացման խոսքով են հանդես եկել Պաշտպան Անահիտ Մանասյանը, Երևանում ԵԽ գրասենյակի ղեկավար Մաքսիմ Լոնգանգեն, ՀՀ արդարադատության նախարար Սրբուհի Գալյանը և ՄԻԵԴ վճիռների կատարման վարչության բաժնի ղեկավար Պավլո Պուշկարը (առցանց)։

Աշխատաժողովին մասնակցել են ՀՀ վճռաբեկ դատարանի նախագահ Լիլիթ Թադևոսյանը, ՀՀ քննչական կոմիտեի նախագահի տեղակալ Արսեն Այվազյանը, Հայաստանում ՄԱԿ-ի մշտական համակարգող Ֆրանսուազ Ժակոբը, ինչպես նաև պետական մարմինների, դեսպանությունների, միջազգային կազմակերպությունների այլ ներկայացուցիչներ։

Մարդու իրավունքների պաշտպան Անահիտ Մանասյանն իր խոսքում կարևորել է այս ձևաչափով հանդիպումների անցկացումը և պետական մարմինների հետ արդյունավետ համագործակցությունը մարդու իրավունքների պաշտպանության պատշաճ համակարգ ձևավորելու տեսանկյունից։

«Ուրախությամբ ուզում եմ շեշտել, որ պետական մարմինների հետ աշխատանքային միջավայրը կառուցողական է։ Բացառիկ են դեպքերը, երբ որևէ մարմնի կողմից հանդիպում ենք մարդու իրավունքների խնդիրների առնչությամբ մերժողական վերաբերմունքի։ Այս համատեքստում խնդիրների արագ լուծման նպատակով առանցքային է նաև մեր կողմից արված առաջարկությունների արդյունավետ և պրոֆեսիոնալ կատարումը, ինչպես նաև այդ առումով հայեցակարգային և ինստիտուցիոնալ մոտեցումների որդեգրումը»,- ասել է Պաշտպանը։

Աշխատաժողովի ընթացքում Անահիտ Մանասյանն անդրադարձել է տարեկան հաղորդմամբ արձանագրված համակարգային մի շարք խնդիրների, մասնավորապես՝ «փակ հաստատություններում» մարդու իրավունքների պաշտպանությանը, խոշտանգումների և վատ վերաբերմունքի կանխարգելմանը, «փակ հաստատություններում» բժշկական օգնության և սպասարկման խնդիրներին, զինված ուժերում մարդու իրավունքների պաշտպանության վիճակին, զորակոչի ընթացքում հանդիպող խնդիրներին, զինված ուժերում ոչ կանոնադրային հարաբերությունների վերացմանը, խնամքի և այլ հաստատություններ իրականացվող մշտադիտարկման այցերին, իրավահավասարության և հակախտրականության ոլորտին, կալանքը՝ որպես խափանման միջոց կիրառելու պրակտիկային, հավաքների ազատության իրավունքին առնչվող խնդիրներին և այլն։

«Հարկ եմ համարում շեշտել, որ առկա խնդիրները բարձրաձայնելով` նպատակ չունենք թիրախավորելու որևէ պետական մարմնի կամ առանձին պաշտոնատար անձի, մեր միակ նպատակը խնդիրները համատեղ ուժերով լուծելն է՝ ի շահ մարդու իրավունքների պաշտպանության համակարգի կատարելագործման»,- ընդգծել է Պաշտպանը։

Ամփոփելով միջոցառումը՝ Անահիտ Մանասյանը շնորհակալություն է հայտնել միջազգային գործընկերներին, դեսպանությունների, պետական մարմինների ներկայացուցիչներին մարդու իրավունքներին վերաբերող խնդիրները բարձրաձայնելու և դրանց լուծմանը աջակցելու պատրաստակամության համար։

Աշխատաժողովը կազմակերպվել է Եվրոպայի խորհրդի` «Հայաստանում տեղահանված բնակչության համար մարդու իրավունքների պաշտպանության երաշխիքների ամրապնդում» ծրագրի շրջանակում։
