Գագիկ Համբարյանը ֆեյսբուքյան իր էջում գրում է.
Ի՞նչ տարբերություն կա ՆԱՏՕ-ի և ՀԱՊԿ-ի միջև,եթե երկուսն էլ ռազմա-քաղաքական խմբավորումներ են...Պատասխանեմ՝Վաշինգտոնի նախաձեռնությամբ 1949 թ-ին ստեղծված ՆԱՏՕ-ն ՈՂՋ է,իսկ Մոսկվայի կողմից 1992 թ-ին ձևավորված ՀԱՊԿ-ն՝ՄԵՌԱԾ է...
Չնայած նրան,որ ՌԴ ՊՆ ներկայացուցիչ՝ գեներալ Իգոր Կոնաշենկովը հերքել է թուրքական ԶԼՄ-ների կողմից տարածած այն տեղեկությունը,որ ՌԴ ռազմական ինքնաթիռը երեկ թուրքական ժամանակով 11:46 րոպեին խախտել է Թուրքիայի օդային տարածքը,այնուամենայնիվ ոչ միայն պաշտոնական Անկարան,այլև Բրյուսելը,որպես ՆԱՏՕ-ի կենտրոնատեղի խիստ արձագանքել են Մոսկվայի "հերթական սադրանքին"...
Ես,բնավ,մտադրություններ չունեմ պաշտպանելու Անկարային,սակայն այս պատմության մեջ ինձ ավելի շատ հետաքրքրեց ՆԱՏՕ-ի արձագանքը,որի անդամ է նաև մեր արևմտյան հարևանը...Նախ նշեմ,որ Թուրքիայի նախագահ Ռ.Էրդողանը և երկրի ԱԳՆ-ն իրենց հայտարաություններում "հղում" են անում ՆԱՏՕ-ին...Այսինքն,թուրքերը շատնաժում են Մոսկվային ՆԱՏՕ-ով...Քիչ առաջ էլ հանդես եկավ ՆԱՏՕ-ի գլխավոր քարտուղար Յենս Ստոլտենբերգը,ով պաշտպանեց Թուրքիայի տեսակետն այս հարցում՝կասկածի տակ դնելով ՌԴ-ի հերքումները,ինչպես դա արեց նաև անցյալ տարվա նոյեմբերի 24-ին թուրքերի կողմից ռուսական ինքնաթիռի խոցման ժամանակ...Ստոլտենբերգը նաև կոչ է արել ՌԴ-ին գործել խելամիտ և հարգել ՆԱՏՕ-ի օդային տարածքը...Շատ հետաքրքիր մեկնաբանություն.ոչ թե Թուրքիայի օդային տարածքն,այլ ՆԱՏՕ-ի..."ՆԱՏՕ-ն հարգում է Թուրքիայի տարածքային ամբողջականությունը",-հայտարարել է
Ստոլտենբերգը...Այսինքն,ՆԱՏՕ-ի 28 անդամ պետությունները մեկին սպառնացող վտանգի դեպքում մի կողմի են դնում միմյանց միջև գոյություն ունեցող տարաձայնությունները (օրինակ՝Թուրքիայի և Հունաստանի միջև բազմաթիվ խնդիրներ կան) և առաջնորդվուն են՝"Մեկը բոլորի համար,բոլորը՝մեկի" կարգախոսով...
Արդեն մեկ տարուց ավել է Ադրբեջանն ուղղակի ագրեսիայի է ենթարկում Հայաստանի Տավուշի մարզի սահմանամերձ գյուղերը...Կիրառում են նաև ծանր ռազմական տեխնիկա...Սակայն ի տարբերություն ՆԱՏՕ-ի,որը նույնիսկ Թուրքիայի նման "անպատկառ" անդամի համար կարող է վեճի բռնվել ՌԴ-ի հետ,ՀԱՊԿ-ն,որի անդամ է Հայաստանը,Բորդյուժայի "շուրթերով" լղոզված հայտարարություններից բացի ,որոնք ավելի շատ անիմաստ կենացներ են հիշեցնում ՈՉԻՆՉ չի արել Հայաստանի համար...Միայն ՀԱՊԿ գլխավոր քարտուղար Ն.Բորդյուժան է այդ օրերին ժամանում ՀՀ՝երևի բարոյապես մեզ աջակցելու համար...ՀԱՊԿ-ի մեջ մտնող 6 երկրներից ոչ մեկի վրա ՀՀ-ն հույս չի կարող դնել՝ թշնամիների կողմից հարձակման ենթարկվելու դեպքում..Դեռ ավելին,համոզված եմ,որ Բելառուսը,Ղազախստանը և Ղրղզստանը կաջակցեն Բաքվին... ՀԱՊԿ-ն կրկին ցուց տվեց իր դատարկությունը,երբ Թուրքիան Սիրիայի օդային տարածքում խոցեց ռուսական ռազմական ինքնաթիռը...
ՀՀ զինված ուժերի գլխավոր շտաբի պետ Յուրի խաչատուրովի Մոսկվային աջակցող հայտարարությունից հետո,որն արվել էր ՀԱՊԿ երկրների կողմից մեծ իրարանցում առաջացրեց Աստանայում,Բիշքեկում և Մինսկում...Վերջիններիս ՊՆ-ները հայտարարեցին,որ չեն լիազորել Խաչատուրովին իրենց անունից հանդես գալ...Այսինքն,ՌԴ-ի նախաձեռնությամբ ձևավորված սույն դաշինքը ՉՊԱՇՏՊԱՆԵՑ Մոսկվային ՆԱՏՕ-ի անդամ Թուրքիայի հետ վեճում...Ի տարբերություն ՆԱՏՕ-ի անդամ երկրների,ՀԱՊԿ անդամ երկրներ առաջնորդվում են՝"Ամեն մեկն իր համար" կարգախոսով...
