ՀՀ ԱԳՆ հայտարարությունը Բաքվում տեղի ունեցած ջարդերի 35-րդ տարելիցի կապակցությամբ․
«Այս օրերին հիշատակվում է Բաքվում հայերի ջարդերի, էթնիկ զտումների և զանգվածային տեղահանությունների 35-րդ տարելիցը։ Մեկ շաբաթվա ընթացքում, ադրբեջանական կազմակերպված խմբերը լիակատար անպատժելիության միջավայրում և ադրբեջանական իշխանությունների թողտվությամբ ու աջակցությամբ, ինչպես նաև խորհրդային իշխանությունների լիակատար անգործության պայմաններում հայերի նկատմամբ իրականացրին զազրելի ոճրագործություններ:
Հայերի ճնշող մեծամասնությունը ստիպված էր լքել սեփական բնակավայրերն այն պարագայում, երբ հայ համայնքը 19-րդ դարի կեսերից էական դեր էր խաղացել Բաքվի արդյունաբերական քաղաքի կառուցման և զարգացման գործում, հայ ընտանիքներն ու անհատները հիմնել, տնօրինել ու ղեկավարել են խոշոր արդյունաբերական ձեռնարկություններ, մշակութային և կրթական հաստատություններ: Արդյունքում, Բաքվի հայերը, թողել են միլիարդների արժողությամբ ունեցվածք և հարստություն՝ հաջորդիվ զրկված լինելով դրա դիմաց որևէ փոխհատուցում ստանալու հնարավորությունից։
1990թ. հունվարին Բաքվում հայ բնակչության կոտորածին, որը հստակ նպատակ ուներ բռնի տեղահանության ենթարկել երբեմնի 250 հազարանոց հայկական համայնքի մնացորդներին, նախորդել էին Ադրբեջանի Սումգայիթ և Կիրովաբադ (ներկայիս Գյանջա) քաղաքներում ավելի մասշտաբային ջարդերը։
1980-ականների վերջին և 1990-ականների սկզբին Ադրբեջանում տեղի ունեցած հայերի ջարդերի հետևանքով երկրից արտաքսվեց մոտ 400.000 հայ բնակչություն: Ավելին, ադրբեջանական քաղաքներում հայերի հազարամյա հետքերը միտումնավոր ջնջվեցին, և կեղծվեց նրանց հարուստ պատմությունն ու ժառանգությունը:
Հարգանքի տուրք մատուցելով Բաքվի ջարդերի զոհերի հիշատակին և վերապրածներին՝ Հայաստանը խորապես հավատում է, որ Հարավային Կովկասում կայուն խաղաղությունը միայն կարող է կանխել ապագայում մարդկության դեմ այսպիսի ոճրագործությունների կրկնությունը»։
