ՀՀ-ԱՄՆ համաձայնագիրը որևէ պրակտիկ արժեք ունենալ չի կարող

Օրեր շարունակ արևմտամետ սպասարկուների միջոցով հանրային կարծիքի «զոնդաժ» անելով՝ ՀՀ ԱԳՆ-ն այսօր առավոտյան «ավետեց», որ Վաշինգտոնում ՀՀ ԱԳ նախարար Արարատ Միրզոյանը և ԱՄՆ պետքարտուղար Էնթոնի Բլինքենը կստորագրեն Հայաստանի Հանրապետության և Ամերիկայի Միացյալ Նահանգների միջև ռազմավարական գործընկերության մասին փաստաթուղթը։ Ըստ ԱԳՆ-ի, միջոցառումը տեղի կունենա Երևանի ժամանակով ժամը 22:00-ին և կլուսաբանվի ՀՀ ԱԳՆ հարթակներով:
«Հանուն հանրապետության» կուսակցության նախագահ Արման Բաբաջանյանն էր հայտնել, որ հայ-ամերիկյան համաձայնագիր է ստորագրվելու։ ԱՄՆ պետդեպը նախ չեմուչում էր անում, նշում, թե այս պահին ոչինչ չի կարող անել, ապա և այսօր հաստատվում է համաձայնագրի կնքման փաստը։ Գործող իշխանություններն ու իշխանական քարոզչամեքենան փորձում են այդ փաստաթուղթը ներկայացնել որպես Հայաստանի բոլոր ցավերի բալասան, գրեթե տպավորություն ստեղծելով, որ Հայաստանն ԱՄՆ ռազմավարական դաշնակից է դառնում։ Ստորագրվելիք փաստաթուղթը միայն մեկ, քարոզչական նպատակ է հետապնդում, որևէ պրակտիկ և շոշափելի արդյունք այն պարզապես ունենալ չի կարող։
Բանն այն է, որ համաձայնագիրը ստորագրվում է հեռացող վարչակազմի հետ, ընդամենը հունվարի 20-ին նույն այդ Բլինքենն իր ողջ թիմի հետ պատմություն կդառնա, իսկ նոր, հանրապետական վարչակազմն արտաքին քաղաքական այլ գերակայություններ ունի։
Միջազգայնագետ Սուրեն Սարգսյանը հիշեցրել է, որ Վրաստանը դեռևս 2009 թ. ուներ ռազմավարական գործընկերոջ կարգավիճակ ԱՄՆ-ի հետ: «Թե ինչ տեղի ունեցավ այդ կարգավիճակի հետ, բոլորս գիտենք: Նախ անհրաժեշտ է հասկանալ, որ ռազմավարական գործընկերություն չի նշանակում ռազմավարական դաշնակցային հարաբերություն՝ ինչպիսիք են ԱՄՆ-Իսրայել, կամ ԱՄՆ-Մեծ Բրիտանիա հարաբերությունները: ԱՄՆ-ն Հայաստանին որևէ անվտանգային երաշխիքներ, ռազմական օգնություն չի տրամադրելու, զենք և զինամթերք չի վաճառելու և չի տրամադրելու՝ որպես օգնություն: Այս ձևաչափը չի ենթադրում Հայաստանում ամերիկյան ռազմաբազայի, կամ ռազմական ներկայացուցիչների տեղակայում»,- նշել է նա:
Թե որքանով է նախագահ Թրամփի վարչակազմը պահպանելու այդ համաձայնագրի կետերը, թերևս, չարժե ասել։ Բայց Նիկոլ Փաշինյանն ու իր կողմնակիցները հերթական անգամ կտանեն հանրության գլուխը, փափուկ բարձ կդնեն՝ պատրաստելով նոր աղետների։
