Բանակից ու զինծառայողներից կրճատում բյուջեն լցնելու համար. Գեղամ Մանուկյան

2025 թ.-ի բյուջեի աստղաբաշխական թվերով խոսող ու հպարտացող կառավարությունը փորձում է Հայաստանի Հանրապետության անվտանգությունը պաշտպանող Զինված ուժերի զինծառայողների հաշվին կրճատումներ անել այս տարվա ծախսերում։ Այս մասին իր ֆեյսբուքյան էջում գրել է ԱԺ պատգամավոր Գեղամ Մանուկյանը:
«Կառավարությունը նախագիծ է ներկայացրել ( https://www.e-draft.am/projects/8166/about ), որով հազարավոր զինծառայողներ զրկվելու են իրենց բնակության վայրից տասնյակ կիլոմետրեր հեռու գտնվելու ընթացքում բնակարան վարձելու հնարավորությունից։
Ֆինանսների նախարարությունն առաջարկում է փոխել մինչ այժմ երկար տարիներ գործած կարգը. նախատեսվում է զինծառայողներին բնակարանային փոխհատուցում տրամադրել, եթե իր մշտական բնակության վայրի և ծառայության վայրի միջև հեռավորությունը առնվազն 60 կմ-է, նախկին 30 կմ-ի փոխարեն։
Այս փոփոխության հետևանքով հազարավոր զինծառայողներ ստիպված կլինեն ամեն օր սեփական միջոցներով անցնել 60 կմ ճանապարհ, որ հասնեն ծառայության վայր։
Հիմա ամենազավեշտալին. նման առաջարկ անում են, քանի որ, բռնվեք, զարգացել է ճանապարհաշինությունը. մեջբերում եմ կառավարության հիմնավորումը՝ «Հայաստանի Հանրապետությունում ճանապարհաշինարարության ակտիվ զարգացումն ու մեկ քաղաքից մյուսը տեղափոխվելու համար անհրաժեշտ միջին ժամանակահատվածը»։
Այսինքն, գումարի կրճատումը հիմնավորում են իրենց պաշտելի ասֆալտով. Փաշինյանի ու իր կառավարության համար կարեւոր չէ՝ երթեւեկության համար որքան գումար է զինծառայողը ծախսելու, այլ այն, թե ասֆալտած ճանապարհներով ավելի քիչ ժամանակ է ծախսվելու։
Երբ քննարկումների ժամանակ ասում ենք, որ Զինված ուժերում ծառայության գրավչությունը բարձրացնելու միջոցներից մեկը զինծառայողների ԲԱԶԱՅԻՆ ԱՇԽԱՏԱՎԱՐՁի բարձրացումն է, կառավարությունը պատասխանում է՝ այդքան փող չկա։
Փառատոնների, սնուփ դոգերի, հեծանիվների ու հազար տեսակ անմտությունների վրա միլիոնավոր դոլլարներ վատնող կառավարությունը ոչ միայն փող չունի զինծառայողների բազային աշխատավարձի բարձրացման համար, այլեւ՝ եղած աննշան հատկացումներն էլ նախատեսում է կրճատել»,- գրել է նա։
