Ադրբեջանի արտաքին գործերի նախարարության աշխատանքում կորպորատիվ բաղադրիչ է առկա, աշխատանքի են ընդունում կամայական և ընտրողաբար: Այդտեղ Հարվարդի շրջանավարտներին անգրագետ, իսկ դիվանագիտական աշխատանքի համար ոչ պիտանիներին արժեքավոր են համարում:

Ինչպես հաղորդում է «Արմենպրես»-ը, նման հայտարարությամբ «Ազատություն» ռադիոկայանին տված հարցազրույցում հանդես է եկել Ադրբեջանի նախկին արտգործնախարար, Լատվիայում եւ Էստոնիայում Ադրբեջանի նախկին դեսպան Թոֆիք Զուլֆուգարովը` մեկնաբանելով ԱԳՆ-ից մի շարք դիվանագետների աշխատանքից ազատելու փաստը:

«Հարվարդի համալսարանի շրջանավարտներին մեր ԱԳՆ-ում անգրագետ մարդ են համարում: Այդտեղ «մեր մարդն է, մեր մարդը չէ» կորպորատիվ սկզբունքով են գործում: Նրանց, ով բացարձակապես պիտանի չէ դիվանագիտական աշխատանքի համար եւ պատշաճ կերպով չի պահում իրեն, համարում են արժեքավոր աշխատակից եւ հմուտ դիվանագետ: Ադրբեջանի ԱԳՆ-ի կադրային քաղաքականությունը հիմնովին սխալ է, եւ այդ խնդիրն անհրաժեշտ է ուղղել», -ասել է նա:

Պատասխանելով այն հարցին` պե՞տք է արդյոք արտգործնախարար Էլմար Մամեդյարովից պահանջել հրաժարական, Թոֆիք Զուլֆուգարովը պատասխանել է, որ դա երկրի նախագահի առանձնաշնորհն է, միաժամանակ նշելով, որ պետք է շատ լուրջ քայլեր կատարվեն կադրային խնդիրները լուծելու համար:

2015 թվականի մայիսի 19-ին Բաքվում բնակելի շենքում հրդեհից հետո, որի ժամանակ 15 մարդ զոհվել, 100-ից ավելի մարդ վիրավորվել էին, չինովնիկների նկատմամբ քննադատություն թույլ տված մի շարք դիվանագետներ Ադրբեջանի նախագահ Իլհամ Ալիեւի հանձնարարությամբ աշխատանքից հեռացվել են:

Բացի այդ, վերջին մի քանի ամիսներին Ադրբեջանի ԱԳՆ-ն եւ նրա որոշ աշխատակիցներ ներքաշվել են մի քանի սկանդալների մեջ: Ադրբեջանական ԶԼՄ-ները հայտնել էին, որ Էլմար Մամեդյարովը չի կարողանում կատարել իր անմիջական պարտականությունները: ԵԽԽՎ-ում ադրբեջանամետ բանաձեւի մերժումը եւս ներկայցվել է որպես Ադրբեջանի ԱԳՆ-ի անգործունեության արդյունք:

Իլհամ Ալիեւի հանձնարարությամբ օրերս հետ է կանչվել Լատվիայում Ադրբեջանի դեսպան Էլման Զեյնալովը, որի կինը փորձել էր տեսուչներին 500 եվրո կաշառք տալ վարորդական իրավունք ստանալու համար: Հետ է կանչվել նաեւ Մեքսիկայում, Կոստա Ռիկայում, Գվատեմալայում, Պանամայում, Պերույում, Հոնդուրասում Ադրբեջանի դեսպան Իլգար Մուխտարովը: Նշվել էր, որ կադրային փոփոխություններ են կատարվել նաեւ Ադրբեջանի այլ դինագիտական ներկայացուցչություններում:

2015 թվականին Ադրբեջանի 6 դիվանագետներ քաղաքական դրդապատճառներով հետապնդումների պատճառով հրաժարվել են վերադառնալ հայրենիք: Եվրամիությունում Իսլամական համագործակցության կազմակերպության նախկին դեսպան Արիֆ Մամեդովը, Ստրասբուրգում Ադրբեջանի ներկայացուցչության աշխատակից Սամիր Իսմայիլովը որոշել են մնալ Բելգիայում: Հոլանդիայում Ադրբեջանի դեսպանատան զինվորական կցորդ Նահիդ Մուխտար օղլու Ջաֆարովը հրաժարվել է վերադառնալ Ադրբեջան եւ ապաստան է խնդրել իր ծառայության երկրում: Դիվանագետներ Ֆարիդ Սուբհանվերդիեւը եւ Անար Հասանովը` Ավստրալի այում: Բաքու չի ցանկացել վերադառնալ նաեւ Իսպանիայում Ադրբեջանի դեսպան Ալթայ Էֆենդիեւը:
