Զինված ուժերի գլխավոր շտաբի պետի նախկին տեղակալ, գեներալ-լեյտենանտ Տիրան Խաչատրյանը երկու ամսով կալանավորվել է։ Որոշումը կայացրել է տխրահռչակ դատավոր Մասիս Մելքոնյանը, որն առանց այլևայլության դակում է գործող իշխանությունների բոլոր հրահանգները։ Ազգային հերոս Խաչատրյանը մեղադրվում է ռազմական դրության ընթացքում իր ծառայողական պարտականությունների կատարման նկատմամբ անփույթ վերաբերմունքի համար, որն առաջացրել է ծանր հետևանքներ։
Քննչական կոմիտեի փոխանցմամբ, պատերազմի ընթացքում Տիրան Խաչատրյանն իր ծառայողական պարտականությունների կատարման նկատմամբ դրսևորել է անփույթ վերաբերմունք, այն է՝ չի ստեղծել հարավային խմբավորման կառավարման կետ՝ իր բոլոր տարրերով, մարտական գործողությունների վարման ընթացքում լիարժեք չի կատարել կառավարմանը բնորոշ մի շարք միջոցառումներ, ինչն անզգուշությամբ առաջացրել է ծանր հետևանքներ։
Մասնավորապես, վերջինիս գործողությունները հանգեցրել են ԶՈւ բանակային բնագծի պաշտպանության ձախողմանը, խարխլել զորքերի կառավարման համակարգը, խափանվել է առաջադրված մարտական խնդրի կատարումը, արդյունքում հակառակորդն օգտվել է ստեղծված իրավիճակից և անխոչընդոտ տիրացել ռազմավարական բարձունքի, ճեղքել է առկա բնագիծը, մեկ այլ դեպքում շրջանցել է յուրային ստորաբաժանումներին և զարգացնելով գրոհը՝ տիրապետության տակ է վերցրել խմբավորման պաշտպանությանը հանձնված տարածքները։
Խաչատրյանին Ազգային հերոսի կոչում շնորհելու մտադրության մասին Փաշինյանը գրել էր 2020 թ. հոկտեմբերի 20-ին։ «Գեներալ-լեյտենանտ Տիրան Խաչատրյանը և 5-րդ բանակային կորպուսի հրամանատար գեներալ-մայոր Անդրանիկ Փիլոյանը հատկապես վերջին ժամերի ընթացքում, մարտի դաշտում, փառքով պսակեցին իրենց անունը և կարժանանան ազգային հերոսի կոչման: Նրանք շարունակում են իրենց հերոսական կռիվը՝ հանուն հայրենիքի: Փա՛ռք հայոց բանակին», - նշել էր Փաշինյանը:
Փիլոյանն այժմ դատապարտված է կաշառք վերցնելու մեղադրանքով, Տիրան Խաչատրյանին էլ կալանավորեցին երկու ամսով։ Ամենևին չցանկանալով խախտել որևէ մեկի անմեղության կանխավարկածը՝ նշենք, որ բարձրաստիճան զինվորականների դեմ այս արշավը վկայում է ընդամենը մեկ բանի մասին՝ գործող իշխանությունները շարունակում են պատերազմի պատասխանատվությունը բարձրագույն զինվորականության վրա բարդելու, հայկական բանակը վարկաբեկելու իրենց քաղաքականությունը, և այդ ճանապարհին ոչնչի առջև կանգ չեն առնելու, քանի դեռ շարունակում են պաշտոնավարել։
