Ադրբեջանի ՊՆ-ն յուրացնում է ղարաբաղյան պատերազմի հաշմանդամների թոշակները

Ադրբեջանում 2006 թվականին ընդունված իրավական ակտի համաձայն` չնայած ղարաբաղյան պատերազմի շարքային հաշմանդամների թոշակները երկու անգամ բարձրացվել են, սակայն, պատկան մարմինները դա մինչ այժմ շարունակում են թաքցնել նրանցից: Այլ խոսքով` խորհրդային բանակում զինծառություն անցած զինվորների` ազգային բանակում ծառայությունը համարվում է ժամկետանց զինծառայություն, եւ այդ պատճառով, ղարաբաղյան պատերազմի հաշմանդամները ձեռք են բերել ոչ թե ժամկետ ային ծառայության, այլ ժամկետանց ծառայության զինծառայողի կարգավիճակ եւ դրան համապատասխան թոշակ ստանալու իրավունք ունեն:
Ինչպես հաղորդում է «Արմենպրես»-ը, «Ազադլիգ»-ը գրում է, որ արդեն 10 տարի է` ժամկետանց զինծառայողի կարգավիճակ ստացած ղարաբաղյան պատերազմի հաշմանդամների թոշակավորման հետ կապված գործերը` հաշվարկման համար համապատասխան փաստաթղթերը Պաշտպանության նախարարությունից եւ այլ զորամիավորումներից չեն ուղարկվում Պետական սոցիալական պաշտպանության հիմնադրամ: Իսկ ՊՆ-ի կենտրոնական ռազմական արխիվն իրենց իրավունքները պատպանողներին հայտարարում է, որ տեղեկություն չունեն ղարաբաղյան պատերազմի մոտ 25 հազար հաշմանդամի թոշակ ստացողների զինծառայության մասին:
«ՊՆ-ի «արխիվային խարդախությունը» հասել է այն սահմանին, որ ՊՆ-ի կենտրոնական զինվորական հոսպիտալից «հիվանդության մասին վկայական» ստացած եւ երկրի պաշտպանության ժամանակ հաշմանդամ դարձածներին, նույնիսկ` արխիվում իրենց մասին տեղեկություն ունեցողներին եւս ուղարկում է զինծառայության եւ վնասվածք ստանալու մասին հարցը լուծելու դատական կարգով: Հարցն անգամ դատական կարգով լուծածներին էլ ՊՆ-ն այս անգամ մերժում է` պատճառաբանելով, որ դատարանի որոշման մեջ «ժամկետանց զինծառայության» մասին նշում չկա:
Դրա հետ միասին, ՊՆ-ի վարչական շենքի շուրջ բազմաթիվ «բրոկերներ» իրենց ծառայությունն են առաջարկում հաշմանդամներին` այդ խնդիրը լուծելու համար», -գրում է թերթը:
Կայքի խմբագրություն դիմած ղարաբաղյան պատերազմի հաշմանդամներ Միրբաբա Ահմեդովը, Յուսիֆ Ջաբրայիլովը, Մուբարիզ Մամեդովը եւ ուրիշներ հայտնել են, որ նախարարությունը 10 տարի թաքցրել է իրենց թոշակները բարձրացվելու մասին որոշումը, այժմ էլ ասում է, որ բյուջեում լարվածություն կա, այնինչ, այդ թոշակները պետք է դեռ վերանայվեն արժեզրկման եւ ուշացվելու համար:
«Այդ ինչպես է, որ պետությանը, բանկին պարտք եղած ժամանակ քաղաքացուց օրական նվազագույնը 3 տոկոս հավելյալ վճար են պահանջում, իսկ երբ պետությունն է քաղաքացուն պարտք, բյուջեում «լարվածություն» է ստեղծվում», -գանգատվել են նրանք:
