ՄԻՊ-ը կազմակերպել է «Այլընտրանքային ծառայությունը ՀՀ-ում. մարտահրավերներ և լուծումներ» թեմայով քննարկում

Մարդու իրավունքների պաշտպանի առաջարկությամբ դեկտեմբերի 20-ին Եվրոպայի խորհրդի երևանյան գրասենյակը ԵԽ «Մարդու իրավունքների խթանումը Հայաստանի զինված ուժերում» ծրագրի շրջանակներում կազմակերպել է «Այլընտրանքային ծառայությունը Հայաստանում. մարտահրավերներ և լուծումներ» թեմայով կլոր-սեղան քննարկում։

 Քննարկման առարկա են դարձել դավանանքի կամ համոզմունքների հիմքով զինծառայությունից հրաժարվող անձանց իրավունքների վերաբերյալ մի շարք հարցեր։

Միջոցառման ընթացքում վեր են հանվել այլընտրանքային ծառայության վերաբերյալ իրավակարգավորումների և պրակտիկայի լավարկման հնարավոր քայլերը, ներկայացվել՝ Հայաստանում այլընտրանքային ծառայության հետ կապված մարտահրավերներն ու լուծումները և այդ համատեքստում միջազգային իրավական չափորոշիչները:

 Մարդու իրավունքների պաշտպան Անահիտ Մանասյանն ու Երևանում Եվրոպայի խորհրդի գրասենյակի ղեկավար Մաքսիմ Լոնգանգեն հանդես են եկել բացման խոսքով:

 Շնորհակալություն հայտնելով  ԵԽ երևանյան գրասենյակին այս կարևոր միջոցառումը կազմակերպելու համար՝ Պաշտպանը նշել է, որ այլընտրանքային ծառայության հետ կապված բոլոր հարցերը թեև շատ կարևոր են մարդու իրավունքների պաշտպանության դիտանկյունից, բայց հաճախ դուրս են մնում ուշադրությունից։

«Հարկ եմ համարում շեշտել, որ թեև ՄԻԵԴ վճիռներն էական դրական ազդեցություն են ունեցել ոլորտի կատարելագործման վրա, այնուամենայնիվ, այն Հայաստանում դեռ ամբողջությամբ չի համապատասխանում միջազգային չափանիշներին։ Թեմայի վերաբերյալ շատ քիչ են նաև հանրային քննարկումները, քանի որ մարդիկ այստեղ առկա խնդիրները չեն դիտարկում որպես մարդու իրավունքներին վերաբերելի խնդիրներ»,- ասել է Անահիտ Մանասյանը:

 Մարդու իրավունքների պաշտպանի աշխատակազմի զինծառայողների և նրանց ընտանիքների անդամների իրավունքների պաշտպանության բաժնի պետ Անդրանիկ Եղոյանն անդրադառնալով թեմային` նշել է, որ ոլորտում Պաշտպանի կողմից իրականացված ուսումնասիրությունները հիմնված են ինչպես այլընտրանքային ծառայություն անցնող քաղաքացիներից ստացվող բողոքների, այնպես էլ ՀԿ-ների և մյուս գործընկերների մտահոգությունների վրա։

 «Մարդու իրավունքների պաշտպանի դիտարկմամբ` ամբողջ գործընթացը պետք է պատշաճ իրականացվի ոչ միայն մինչև քաղաքացու այլընտրանքային ծառայության անցնելը, այլև բուն ծառայության ընթացքում: Այս ոլորտը գտնվելու է մեր հատուկ ուշադրության ներքո» - նշել է Անդրանիկ Եղոյանը։

 Միջոցառման մասնակիցները դիտարկումներ ու  կարծիքներ են փոխանակել ներպետական և միջազգային իրավակարգավորումների ու չափորոշիչների վերաբերյալ։

 Քննարկմանը մասնակցել են պետական մարմինների,  հասարակական կազմակերպությունների ներկայացուցիչներ, միջազգային գործընկերներ։
