Թմրանյութի օգտագործումը Հայաստանում մտահոգիչ չափերի է հասել: Իրավապահները երբեմն ինչ-որ բացահայտումներ անում են, բայց իրենք էլ արձանագրում են, որ թմրանյութերի իրացման և օգտագործման ծավալները գնալով աճում են։ Սոցիալական ցանցերով, հատկապես Տելեգրամով տարածվող թմրանյութերի դեմ իշխանությունները գործուն մեթոդներ չեն կարողանում կիրառել։
Ինչպես ցանկացած այլ արատավոր դեպքում, թմրանյութերի տարածման թիվ մեկ մեղավորը ՀՀ իշխանությունն է։ Մի կողմից իրավապահները, իրական հանցագործությունների դեմ պայքարելու փոխարեն, զբաղված են իշխող ռեժիմի գոյությունը պահպանելով, մյուս կողմից՝ իշխանավորներից շատերն էլ թաթախված են թմրանյութերի մեջ։ Մամուլում պարբերաբար տեղեկություններ են այս կամ այն պաշտոնյայի կամ պատգամավորի հակումների մասին։ Ընդհուպ, ՔՊ Գյումրիի քաղաքապետի նախկին թեկնածու, ԱԺ պատգամավորին Փաշինյանն անձամբ էր հրահանգել թեսթ հանձնել։
Հայաստանում տարեցտարի աճում է թե՛ թմրամիջոցների հետ կապված հանցագործությունների և թե՛ թմրանյութեր գործածող անձանց թիվը։ Պաշտոնական տվյալներով՝ եթե 2018-ին գրանցվել էր 877 դեպք, ապա 2023-ին այդ հանցագործությունների թիվը հնգապատկվել է՝ անցնելով 5000-ից։ Հայաստանում հաշվառված է թմրանյութեր օգտագործող մոտ 8000 անձ, որոնցից 13-ը 18 տարեկան են, 7-ը՝ անչափահասներ։ Վերջերս զինվորական դատախազությունն ուսումնասիրություն է կատարել՝ 2021-2023 թթ․ ընթացքում ՀՀ ԶՈՒ զինծառայողների կողմից թմրամիջոցների օգտագործման և ապօրինի շրջանառության դեպքերով, և պարզել, որ մոտ 600 զինծառայող անցնում է նման վարույթներով։ 2021-ի համեմատ 2023-ին դեպքերի թիվը գրեթե կրկնակի աճել է` դարձել 220։ «Յուրաքանչյուր տարի, նախորդ տարվա համեմատ, զինծառայողների կողմից թմրամիջոցների օգտագործման և ապօրինի շրջանառության դեպքերն աճել են»,- փաստում է զինդատախազությունը։
Այս ֆոնին կառավարությունն առաջարկում է դպրոցականների շրջանում թմրամիջոցների գործածման կամավոր թեստավորման մեխանիզմ ներդնել։ Թեպետ ավելի ճիշտ կլիներ սկսել պաշտոնյաներից, և բնավ էլ ոչ կամավոր, այլ պարտադիր թեսթավորում իրականացնել։
