Առանձնահատուկ երախտագիտությամբ եմ ցանկանում ընդգծել, որ Ձեր նախագահության օրոք և Ձեր աներկբա հանձնառության շնորհիվ Հայաստանի և Ֆրանսիայի միջև առանձնաշնորհյալ հարաբերությունները՝ հիմնված մեր երկու ժողովուրդներին միավորող դարավոր բարեկամության և ընդհանուր արժեքների վրա, ներկայումս թևակոխել են նոր կարևոր հանգրվան՝ վերափոխվելով իրական ռազմավարական գործընկերության։
