Արմեն Հովասափյանը Ֆեյսբուքյան իր էջում գրում է.

Հասարակական-քաղաքական, պետական գործիչ, ՀՅԴ անդամ Արշակ Ջամալյանը (Իսահակյան) ծնվել է 1882 թվականին, Գանձակում։ Ավարտել է Էջմիածնի Գևորգյան ճեմարանը (1901)։ Ջամալյանը 1905 թվականի հայ-թաթարական ընդհարումների ժամանակ մասնակցել է ցարական ոստիկանապետի ահաբեկչությանը, որի համար բանտարկվել է։ 1906-ին Գերմանիայում զբաղվել է հասարակական գիտությունների ուսումնասիրությամբ, հիմնադրել ՀՅԴ «Եվրոպայի հայ ուսանողական միութունը», հրատարակել է «Ուսանող» պարբերականը և հայ ազատագրական պայքարը լուսաբանող գրքույկներ (հայերեն, ֆրանսերեն, գերմաներեն)։

1909 թվականին Արշակ Ջամալյանը վերադարձել է Կովկաս, դասավանդել Թիֆլիսի Ներսիսյան դպրոցում, աշխատակցել «Հորիզոն» օրաթերթին։ Առաջին համաշխարհային պատերազմի տարիներին եղել է հայ կամավորական ջոկատների կազմակերպիչներից (անձամբ կռվել է ուսանողական կամավորական ջոկատում)։ 1917-ի հոկտեմբերից եղել է հայոց ազգային խորհրդի անդամ: Արշակ Ջամալյանը 1917թ-ի դեկտեմբերի 5-ին մասնակցել է Երզնկայի զինադադարի կնքման գործընթացին, իսկ 1918 թվականից եղել է Անդրկովկասյան Սեյմի անդամ։ Նա 1918 թ-ին եղել է Բեռլին մեկնած ազգային Հայոց ազգային խորհրդի պատվիրակության կազմում։

Ա.Ջամալյանը 1918 թվականին եղել է Հայաստանի Հանրապետության դեսպանը Թիֆլիսում, 1919-ին՝ Հայաստանի խորհրդարանի անդամ, զինահավաքման արտակարգ կոմիսար, 1920 թվականին՝ հաղորդակցության ճանապարհների նախարար։ Ջամալյանը 1920-ի օգոստոսի 10-ին Թիֆլիսիում՝ Խորհրդային Ոուսաստանի ներկայացուցիչ Բորիս Լեգրանի հետ ստորագրել է զինադադարի համաձայնագիր։ 1921 թ-ին մասնակցել է բոլշևիկների և դաշնակցականների միջև Ռիգայի բանակցություններին։

Խորհրդային իշխանության հաստատումից հետո Ա.Ջամալյանը անցել է Թիֆլիս, ապա՝ Կոստանդնուպոլիս, այնուհետև՝ Ֆրանսիա։ Ա.Ջամալյանը 1925-1933 թվականներին եղել է Փարիզում հրատարակվող «Դրոշակ» ամսագրի խմբագրության անդամ էր։ 1934 թ-ին Արշակ Ջամալյանը կազմակերպել է «Հայ-վրացական միությունը»։ Գրել է «Դաշնակցության տեսությունը» գիտական աշխատությունը (1908), 1928-1934թթ-ին եղել է մասոննական «Հյուսիսային աստղ» օթյակի անդամ: Ջամալյանը մահացել է 1940 թվականին Փարիզում:
