Ժողովրդավարության բաստիոնը նոր նշաձող է սահմանում կամ Ծերուկն անտանելի է դարձել․ Ագնեսա Խամոյան

Բազմաթիվ նշումներով, դիտարկումներով ու հարցադրումներով այս թղթերը, որ տեսնում եք աշխատանքային սեղանիս, այսօր պետք է ներկայացնեի ԱԺ Պաշտպանության եւ անվտանգության հարցերի հանձնաժողովում, ուր քննարկվում էր թմրամիջոցների եւ հոգեմետ նյութերի ոչ բժշկական նպատակներով գործածման եւ ապօրինի շրջանառության դեմ պայքարի ռազմավարությունը եւ դրանից բխող 2025-2027թթ․ միջոցառումների ծրագիրը հաստատելու մասին կառավարության որոշումը։
Դպրոցականների կամավոր սկրինինգից մինչեւ կալանավորների շրջանում թմրանյութերի չարաշահման կանխարգելմանն առնչվող բազմաթիվ հարցեր ՆԳ նախարար Արփինե Սարգսյանի եւ յուր ենթակաների հետ քննարկելու ԻՐԱՎՈՒՆՔԻՑ պարզապես զրկվեցի զուտ հանձնաժողովի նախագահ Անդրանիկ Քոչարյանի այդպես էլ չբավարաված անձնական ամբիցիաների պատճառով․ վերջինս պարզապես հայտարարեց, թե հանձնաժողովի փակ քննարկմանը չեմ կարող մասնակցել։
Հիշեցնեմ, որ ԱԺ կանոնակարգ օրենքի 3-րդ հոդվածի 3- րդ կետով «Պատգամավորն ԻՐԱՎՈՒՆՔ ունի ելույթներ ունենալու, հարցեր տալու եւ առաջարկներ ներկայացնելու ԱԺ , նրա ՀԱՆՁՆԱԺՈՂՈՎՆԵՐԻ, աշխատանքային խմբերի նիստերում, ինչպես նաեւ խորհրդարանական լսումներում»։
Իսկ փակ քննարկման դեպքում, հանձնաժողովի նախագահն ԱԶԱՏ Է ընդգրկել այս կամ այն անձին, առավել եւս պատգամավորի։
Նշեմ, որ նույն Անդրանիկ Քոչարյանը եւ բազմաթիվ ՔՊ-ական պատգամավորներ մասնակցել են Պետաիրավական հանձնաժողովի այն փակ քննարկմանը, որի ժամանակ ներկայացվել է իմ կողմից առաջարկվող օրենսդրական նախաձեռնությունը, որով նախատեսվում է իրավապահ, ուժային համակարգի ծառայողների թմրաթեստավորումում։
Այդ քննարկմանը ներկա էր ոչ միայն ուժայինների ղեկավար կազմը, այլ նաեւ ՔՊ-ական պատգամավորներ(ոչ հանձնաժողովի անդամ), այդ թվում նույն Անդրանիկ Քոչարյանը, որի ո’չ մասնակցության, ո’չ էլ առավել եւս հարցադրումների մասով որեւէ առարկություն չեմ ներկայացրել։
Առաջին հայացքից գուցե փոքր, բայց իրականում շատ կարեւոր այս միջադեպը եւս մեկ անգամ ցույց է տալիս, թե ինչ նոր նշաձող է սահմանում ժողովրդավարության բաստիոնը կամ ինչպես կասեր հայտնի ֆիլմում՝ «ծերուկն անտանելի է դարձել»:
Հ․Գ․ Հետաքրքիր է, թե ինչ կարծիք ունեն կատարվածի մասին ամենատարբեր առիթներով ընդդիմության կողմից քննարկումներին մասնակցելու կարեւորության մասին ահազանգող ՔՊ-ականները (եւ հատկապես հանձնաժողովի անդամները)։
