2022 թվականի հունիսի 20-ին հրավիրված մամուլի ասուլիսում ԲԴԽ նախկին նախագահ Ռուբեն Վարդազարյանը հրապարակեց սկանդալային ձայնագրություն, որից պարզ էր դառնում, թե ինչպես է ԲԴԽ անդամ Գագիկ Ջհանգիրյանը, ԲԴԽ մեկ այլանդամ Ստեփան Միքայելյանի հետ միասին՝ հացի սեղանի շուրջ համոզում Վարդազարյանին հրաժարական տալ: Գրում է yerevan.today-ը:
Բացի այն, որ ձայնագրության մեջ Ջհանգիրյանը համոզում էր Վարդազայանին հեռանալ՝ դրա դիմաց խոստանալով նրան հանգիստ կյանք, ուշագրավ էր միանգամայն այլ հատված, որում Գագիկ Ջհանգիրյանը բացահայտում էր իր իրական շարժառիթը.
«Ես էտի պտի անեմ, էտի իմ վզին դրածա: Ես չեմ ուզում Քոչարյան Ռոբերտը գա: Եթե ես իմանամ, որ Վանեցյանն ա գալու, եթե ես իմանամ , որ Ղազինյանն ա գալու՝ կգնամ կկանգնեմ կողքները, բայց ես գիտեմ, որ գալու ա դաշնակ, Սերժն էլ չի գալու»:
Ջհանգիրյանն ինքը հանրային հեռուստաալիքի եթերում խոստովանել էր, որ ԲԴԽ նախագահին հրաժարական պարտադրելն այնքան էլ հեշտ գործ չէր, ու ինքը հոգեբանական հնարքներ էր կիրառել, «կուտ տվել»:
Նշենք, որ Վարդազարյանի պաշտոնանկությունից հետո` 2021 թվականի ապրիլի 15-ից մինչև 2022 թվականի հուլիսի 4-ը, ԲԴԽ նախագահի լիզորությունները փոխանցվեցին հենց Գագիկ Ջհանգիրյանին:
Վերջինիս ԲԴԽ նախագահի պաշտոնակատար դառնալուց հետո սկսեցին այցելությունները դատարաններ, դատավորների նկատմամբ ճնշումներ, այնուհետ՝ ընդդիմադիրների կալանքներ:
Իսկ ձայնագրության մեջ ասվում է փաստացի հետյալը՝ «Հայաստանում կեղծվել են ընտրություններ, ՍԴ հերն անիծվել է, Քոչարյանի վրա քրեական գործ են հարուցել հենց նրա համար, որ Քոչարյանը իշխանության չգա»։
Սկանդալային ձայնագրության հրապարակումից հետո Ջհանգիրյանի դեմ նախաձեռնվեց քրեական վարույթ, այնուհետև՝ 2022 թվականի հուլիսի 1-ին, Գագիկ Ջհանգիրյանը հրաժարակ ներկայացրեց՝ պատճառաբանելով, սակայն, առողջական խնդիրները:
Այնուհետ, 2022 թվականի դեկտեմբերի 8-ին ՀՀ քննչական կոմիտեի կողմից կարճվեց սկանդալային ձայնագրության գործով հարուցված քրեական վարույթը, իսկ 2023 թվականի մարտի 30-ին վարույթը կարճվեց նաև Հակակոռուպցիոն կոմիտեի կողմից:
ՔԿ խոսնակ Գոռ Աբրահամյանը՝ մեկնաբանելով վարույթի կարճման հիմքերը նշեց. «Վարույթ իրականացնող մարմինը կայացրել է քրեական նշված վարույթի շրջանակներում երեք անձի նկատմամբ քրեական հետապնդում չիրականացնելու, մեղադրանք չառաջադրելու մասին որոշում: Քանի որ որևէ հանցանքի առկայություն ըստ էության կատարված քննությամբ չի հաստատվել»:
Հակակոռուպցիոն կոմիտեն, սակայն, վարույթի կարճման մասով որևէ մեկնաբանություն չի տվել:
Փաստացի, թե՝ Քննչական, թե՝ Հակակոռուպցիոն կոմիտեները ԲԴԽ գործող անդամի, այն ՝ դատավորի, մեկ այլ դատավորի և ԲԴԽ նախագահին համոզելու, սպառնալու, հորդորելու և վերջերս ըստ Փաշինյանի «խնդրելու» մեջ, որևէ արտառոց բան չեն գտել, առնվազն ուղիղ ճնշում, սպառնալիք դատավորին, այն էլ ուղիղ քաղաքական շարժառիթով։
