Արտգործնախարար Արարատ Միրզոյանը ֆիննական լրատվամիջոցներին տված հարցազրույցում հայտարարել է, թե Հավաքական անվտանգության պայմանագրի անդամ Հայաստանն իրական աջակցություն չի ստացել այդ դաշինքից, երբ վերջին տարիներին Հայաստանը ենթարկվել է հարձակումների, խախտվել են երկրի միջազգայնորեն ճանաչված սահմանները։

Ընդ որում, ֆիննական լրատվամիջոցներն ուղիղ հարց էին տվել՝ որքանո՞վ է Ռուսաստանի հետ ռազմական դաշինքը համատեղելի եվրոպական նպատակների հետ։ Միրզոյանը, որը հայտնել էր, թե Հայաստանն ու Եվրոպական միությունը բանակցություններ են վարում «Նոր գործընկերության օրակարգ» կոչվող փաստաթղթի շուրջ, պատասխանել է՝ ֆորմալ առումով Երևանը ՀԱՊԿ-ի մաս է կազմում, բայց հայտարարել է, որ սառեցրել է իր մասնակցությունը կազմակերպության գործունեությանը:

«Ֆորմալ առումով, մենք դեռևս ՀԱՊԿ-ի մաս ենք կազմում, բայց հայտարարել ենք, որ սառեցրել ենք մեր մասնակցությունը կազմակերպության գործունեությանը: Տասնամյակներ շարունակ մտածել ենք, որ ռազմական առումով պետք է լինենք այս ռազմական դաշինքում, քանի որ ունեցել ենք ընդհանուր սպառնալիքներ, որոշ մտահոգություններ՝ կապված Հայաստանի Հանրապետության տարածքային ամբողջականության և անկախության դեմ հնարավոր ագրեսիայի հետ: Մենք կարծում էինք, որ այս կազմակերպությունը կօգնի մեզ պաշտպանել մեր ինքնիշխանությունն ու տարածքային ամբողջականությունը: Ցավոք, վերջին տարիներին մենք ականատես ենք եղել մի քանի հարձակումների և խախտվել են մեր միջազգայնորեն ճանաչված սահմանները: Երբ դա տեղի է ունեցել, մենք երբեք իրական աջակցություն չենք ստացել: Այդպիսի պարտավորություններ ունեցող դաշնակիցները պետք է օգնեն միմյանց, ռազմական դաշինքի իմաստը հենց դա է»,- ասել է նա։

ՀԱՊԿ-ի մասով ՀՀ իշխանությունների այսպիսի հայտարարությունները ոչ այլ ինչ են, քան փնթի կռուտիտ։ Ռուսաստանից և ՀԱՊԿ-ից բազմիցս նշել են, թե նման հայտարարություններին զուգահեռ Հայաստանն այդպես էլ չի ներկայացնում դաշինքը լքելու որոշում։ Մինչդեռ առողջ տրամաբանությունը հուշում է, որ եթե դեմ ես ինչ-որ բանի, դրան պետք է կոնկրետ գործողություններ հետևեն։ Մի կողմից առկախելով մասնակցությունը ՀԱՊԿ աշխատանքներին՝ Փաշինյանի իշխանությունը փորձում է այդ կառույցին պահել կախման մեջ, մյուս կողմից ակտիվորեն գործակցում է արևմտյան կառույցների հետ, բայց ոչ այնքան, որ վստահելի գործընկեր դառնա: Ի վեջո, Ռուսաստանն ու Արևմուտքը բացահայտ դիմակայության մեջ են, և յուրաքանչյուրից պահանջվելու է հստակ դիրքորոշում, իսկ մի ձեռքով երկու ձմերուկ պահելու՝ ՀՀ իշխանությունների փորձերը կարող են առավել վտանգավոր հետևանքներ ունենալ։
