Հայաստանից Հավաքական անվտանգության պայմանագրի կազմակերպությունից (ՀԱՊԿ) դուրս գալու վերաբերյալ փաստաթուղթ չի ստացվել։ Այս մասին, ՏԱՍՍ-ի փոխանցմամբ, լրագրողների հետ հանդիպման ժամանակ հայտարարել է ՌԴ ԱԳ նախարար Սերգեյ Լավրովը՝ մեկնաբանելով ՀՀ վարչապետ Նիկոլ Փաշինյանի հայտարարությունը, թե Հայաստանի և ՀԱՊԿ հարաբերություններն անցել են անդառնալիության կետը։
«Ոչ, նման փաստաթուղթ չի ստացվել: Մենք լսում ենք այդ խոսակցությունները, Հայաստանի վարչապետը շատ է խոսել և դատողություններ արել այս թեմայով խորհրդարանում։ Մենք ոչ մեկին ոչինչ չենք պարտադրում: Համոզված ենք, որ անդամակցությունից առավելագույնս օգտվելը բխում է Հայաստանի անվտանգության շահերից: Եթե որոշումը, որի մասին նա խոսում է որպես կանխորոշված եզրակացություն, կայացվի, դա կլինի Հայաստանի ներկայիս ղեկավարության ինքնիշխան իրավունքը։ Ռուսաստանը և ՀԱՊԿ մյուս անդամները չեն ձեռնարկել և մտադիր չեն ձեռնարկել որևէ գործողություն, որը կընկալվի որպես Երևանի առաջ դռների փակում»,- ասել է նա:
Հիշեցնենք, որ երեկ Փաշինյանն ԱԺ-ում հիշեցրել էր, որ ՀՀ-ն սառեցրել է մասնակցությունը ՀԱՊԿ աշխատանքներում, ինչը նշանակում է որ «մենք չենք մասնակցում ո՛չ փաստաթղթի մշակման, ո՛չ քննարկման, ո՛չ առաջարկ ենք տալիս, ո՛չ առաջարկի նկատմամբ վերաբերմունք ենք արտահայտում»:
«Մենք պարզապես վետո չենք դնում ոչ մի փաստաղթղթի վրա, որովհետև մենք մեզ համարում ենք ՀԱՊԿ-ից դուրս և իրենք ինչ ուզում են որոշեն, մենք չենք մտնում իրենց գործերի արանքը, ասում՝ վա՜յ, մենք այստեղ վետո դնելու իրավունք ունենք, այդ էլ հարգանքով մեր գործընկերների նկատմամբ: Այդ թվում այս իրադրությունների տարբերությունը և դրա հրապարակային փոխադարձ արտահայտումն ավելի ու ավելի դժվարացնում, եթե չասենք՝ անհնար է դարձնում ՀՀ վերադարձը ՀԱՊԿ, և ես կարծում եմ անդառնալիության կետն արդեն անցել ենք»,- ասել էր նա:
