Անցնող տարվա պետբյուջեն թերակատարվել է թե՛ ծախսերի, թե՛ եկամուտների առումով։ Եվ այս արձանագրումը ոչ թե փորձագետներինն է, այլ բյուջեի կատարողականում առկա պաշտոնական տվյալները։ Մասնագետները փաստում են, որ թերակատարումը պայմանավորված է իշխող ուժի կառավարման ցածր մակարդակով։ 

Հունվար-սեպտեմբերի տվյալներով, հարկային եկամուտները թերակատարվել են 7.8 տոկոսով կամ 150 մլրդ դրամով, որը հիմնականում պայմանավորված է ԱԱՀ ցածր մուտքերով։ Ըստ ամենայնի, հենց սա էր Ռուստամ Բադասյանի պաշտոնանկության իրական պատճառը։ 

Ինչ վերաբերում է ծախսերին, ապա դրանք թերակատարվել են 13 տոկոսով կամ 290 մլրդ դրամով։ Ընդ որում, կապիտալ ծախսերի թերակատարումն ավելի քան 3.2 անգամ գերազանցել է ընթացիկ ծախսերի թերակատարման ցուցանիշը։

Թերակատարումներ են առկա նաև պետական մարմիններում, որոշ նախարարությունների դեպքում թերակատարումը հասնում է մոտ 70 տոկոսի։ Գործող վարչախումբը հայտարարում է նորանոր ծրագրերի ու նախաձեռնությունների, հարյուրավոր դպրոցների կառուցման մասին, պոպուլիստական հայտարարություններով փորձում է տպավորություն ստեղծել, թե աշխատում են, իրականում որոշ դեպքերում պետական ծրագրերի թերակատարումը մի քանի անգամ պակաս է թղթով գրվածից։ 

Փաշինյանական իշխանությունն իր ապիկարության հետևանքով մեկը մյուսի հետևից ձախողում է բոլոր ոլորտները, ապա քավության նոխազներ գտնում՝ պատժելու համար։ Միակ ոլորտները, որտեղ անշեղ աճ կա, պետական գանձարանը սեփական կարիքների համար օգտագործելն է։ Այս քաղաքականությունն ինչ-որ պահի ծանրագույն հետևանքներ է հարուցելու, ընդհուպ՝ սոցիալական խռովության։
