Ադրբեջանը 4 մլրդ դոլար պարտք է վերցնում. արտաքին պարտքը երկու անգամ կմեծանա

Ադրբեջանն Արժույթի միջազգային հիմնադրամի և Համաշխարհային բանկի հետ 4 մլրդ դոլար շտապ վարկային փաթեթ ստանալու շուրջ բանակցություններ է սկսել, ինչի համար իշխանությունների խնդրանքով հիշյալ կառույցների պաշտոնական ներկայացուցիչները հունվարի 28-ին մեկ շաբաթով ժամանել են Բաքու: Միջազգային ֆինանսական կառույցները փորձում են փրկել ազգային արժույթի փլուզման և նավթի գների անկման հետ կապված ճգանաժամում հայտնված Ադրբեջանի տնտեսությունը:
Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, հայտնում է Financial Times թերթը' նշելով, որ օգնության այդ վարկը կարող է դառնալ առաջինը նավթի գների անկման հետ կապված ֆինանսական օգնության ծրագրերի շարքում:
Ըստ թերթի` առաջիկա օրերին Ադրբեջան կժամանեն նաև այլ միջազգային ֆինանսավարկային ինստիտուտների' Զարգացման ասիական բանկի և Վերակառուցման և զարգացման եվրոպական բանկի առաքելությունները:
Օրերս Բաքուն 1,1 մլրդ դոլար վարկի մասին համաձայնություն է ստորագրել Զարգացման ասիական բանկի հետ:
«Եթե բանակցություները հաջող անցնեն, միայն ընթացիկ տարում Ադրբեջանն ավելի շատ պարտք կվերցնի, քան վերցրել է վերջին 20 տարում»,- գրում է թերթը:
Թերթը հավելում է, որ հաշվի առնելով դոլարային համարժեքով Ադրբեջանի ՀՆԱ-ի նվազումը, արտաքին պարտքի չափը տարվա ընթացքում երկու անգամ կաճի:
Ադրբեջանի կառավարության ներկայացուցիչները չեն մեկնաբանել տեղեկությունը, գրում է թերթը:
Ադրբեջանի ֆինանսների նախարար Սամիր Շարիֆովը երկու օր առաջ հայտարարել էր, որ պատրաստվում են 2016 թվականի հաստատված պետբյուջեում նավթի մեկ բարելի դիմաց 50 դոլարի փոխարեն նախատեսել 25 դոլար՝ միաժամանակ նշելով, որ անգամ նման դեպքում, երկրի ընթացիկ տարվա պետբյուջեն 1,7 մլրդ պակասորդ կունենա:
Նշենք, որ մի քանի տարի առաջ Ադրբեջանի իշխանությունները ԱՄՀ-ի վարկավորման պայմանները համարել էին կողոպտչական և 2009 թվականին այդ կազմակերպությանը, փաստորեն, վռնդել էին երկրից (1992-2009 թթ. Ադրբեջանը ԱՄՀ-ից տնտեսական բարեփոխումների համար 363 մլն դոլար վարկ է վերցրել, որից 248 մլն-ը' արտոնյալ): Անցյալ տարվա ընթացքում ադրբեջանական փոխարժեքը' մանաթը 49 տոկոսով էժանացել է: 2015 թվականի հոկտեմբերի 1-ի դրությամբ Ադրբեջանի պետական արտաքին պարտքը կազմել է 6 մլրդ 730,9 մլն դոլար, ինչը 3,9 տոկոով ավելի է, քան նույն տարվա սկզբին:
