Փաշինյանի կաբինետի ֆինանսների նախարար Վահե Հովհաննիսյանը հիմա երևի արդեն ափսոսում է, որ փաստաբաններին հավել յալ հարկային բեռի տակ մտցնելու նախաձեռնությամբ հանդես եկավ: Դա ի սկզբանե անխոհեմ քայլ էր, թեկուզ այն պարզ պատճառով, որ յուրաքանչյուր պաշտոնյա, առավել ևս՝ փաշինյանական իշխանության մեջ պաշտոն ունեցողը, վաղ թե ուշ փաստաբանի ու փաստաբանական ծառայությունների կարիք է ունենալու: Դե, իսկ հայրենի փաստաբաններն էլ, չգնահատելով իրենցից «հարկատու-հերոսներ» կերտելուն նպատակաուղղված ֆիննախարարի մղումները, բռնեցին ու հետաքրքրվեցին նրա հայտարարագրերով ու դրանցում առկա կոռուպցիոն ռիսկերով:
 
Դե, մի կողմ թողնենք Վահե Հովհաննիսյանի հաշվետվություններում արտացոլված «Տոյոտա» մակնիշի մեքենաների «ծննդաբանությունը»՝ արտադրման տարեթիվը, ձեռքբերման կամ օտարման ամսաթվերն ու նման «մանրուքները»: Շատ ավելի հետաքրքիր է ուսումնասիրության արդյունքում փաստաբանների պարզած ու հանրայնացրած այն տեղեկությունը, որ պաշտոնն ստանձնելու ժամանակ Վահե Հովհաննիսյանը ցույց է տվել, որ Էյ-Սի-Էմ-ՍԻ ընկերությանը տվել է 35 միլիոն 380 հազար դրամի փոխառություն՝ 0 տոկոսով: Եվ այդ տարի ստացել է 1 միլիոն դոլար փոխառություն՝ 0 տոկոսով: Ըստ այդ հաշվետվության, 1 միլիոն դոլար էլ վարկ է ստացել 0 տոկոսով։ «Չնայած ենթադրվում է, որ այդ 1 միլիոն վարկը հավանաբար կրկնակի է նշել վարկի և փոխառության հատվածներում, որովհետև 2021 թվականի ամբողջ տարվա հաշվետվության մեջ այդ 1 միլիոն դոլար վարկը չկա։
 
Այսինքն, ունենք տեղեկություն, որ 2021 թվականին ստացել է 1 միլիոն դոլար 0 տոկոսով փոխառություն: Սա նույնպես շատ կասկածելի գործարք է, որ նման պաշտոնատար անձը ստանում է 1 միլիոն դոլար առանց տոկոսի»,-նշում է փաստաբան Արա Զոհրաբյանը: Պարզվում է նաև, որ նույն նախարարը նաև փոխկապակցված ընկերություններ ունի, որոնցից մեկն էլ, փաստորեն, տնօրինվում է իր ընկերոջ կողմից: Ու պարզվում է, որ հենց այս ընկերությունն է «պատահաբար» ստանում պատվեր (ու որոշակի գումար, իհարկե)՝ USAID ծրագրով նախարարության աշխատակիցների վերապատրաստման ընթացքը կազմակերպելու համար: Ի՜նչ լավ է, չէ՞: Ու սա միայն մեկ «նմուշ» է: Այսպիսի օրինակների գրեթե ամեն օր կարելի է հանդիպել մամուլի էջերում: Որ ոչինչ չլինի, քպականների հայտարարագրերը լրիվ բավական են...
