Իրականում իր ողջ կառավարման ընթացքում Նիկոլ Փաշինյանը որոշումներ կայացնում է միայնակ, կամ իր նեղ ընտանեկան շրջանակներումն, փակ դռների հետեւում՝ առանց բացատրելու Հայաստանի քաղաքացուն: Այս մասին NEWS.am-ի հետ զրույցում ասաց «Հայաստան» խմբակցության պատգամավոր Գեղամ Մանուկյանը՝ անդրադառնալով վերջին աղմկահարույց պաշտոնանկություններին:
«Իրականում ամենավատն այն է, որ Հայաստանում դադարել է պետական համակարգ լինել, չկա պետական կառավարման տրամադրություն եւ Նիկոլ Փաշինյանի կողմից ամբողջ պետական համակարգը թրաֆիկինգի է ենթարկվում: Ոչ մեկ դրանից ապահովագրված չէ, մեկն ուրախանում է, որ ասում են՝ գնա թմրանյութի թեստ հանձնի, մյուսին ասում է մանդատները վայր դնել եւ պրոբլեմն այն է, որ մարդիկ դրա դեմ ձայն չի հանում: Նիկոլ Փաշինյանը իր հարցազրուցում ասաց, որ մեկ sms-ով պրոբկի նման թռել են պաշտոնյաները, նրանք 0 են եւ դա բոլորին է վերաբերում: Սա նշանակում է, որ մեր պետական համակարգը փլուզված է»,- ասաց նա:
Մանուկյանի խոսքով՝ կառավարումը sms-ը չի, որով տեղի ունեցան պաշտոնանկությունները, այլ կարեւորը հարցերին խորամուխ լինելն է.«Մի հայտնի հայտարարություն կա, դե ես ինչ իմանայի, որ բրոնիժիլետ բանակում չկար, երբ որ ասում է զեկույց է գնացել նյութատեխնիկական ապահովման մասին, ասում է, հո 100 էջ չէի նստի կանգնել: Անկախ նրանից անձերին ոնց ենք վերաբերում, բայց հարցերն ամբողջությամբ տիրապետելն ու խորամուխ լինելն է: Սեյրան Օհանյանը պատմում է, որ երբ պաշտպանության նախարար էր եւ նախագահների մոտ գնում էր զեկույցի ամենշաբաթյա 2-3 օր պատրաստվում էր, քանի որ ժամերով կարող էին հարցեր տալ»:
