Մենք Անկախության հռչակագրում դրել ենք մի տրամաբանություն, որը ենթադրում է երկար և խորը կոնֆլիկտներ մեր միջավայրի հետ։ Այս մասին «հանրային հեռուստաընկերությանը տված հարցազրույցում նշեց վարչապետ Նիկոլ Փաշինյանը՝ անդրադառնալով իր հայտարարությանը, ըստ որի Անկախության հռչակագիրը այն մասին է, որ Հայաստանի Հանրապետություն չի կարող գոյություն ունենալ։

«Այդ երկար և խորը կոնֆլիկտային տրամաբանությունը մեր միջավայրի հետ հետևյալի մասին է, որ կամ այդ կոնֆլիկտների բերումով Հայաստանը գոյություն ունենալ չի կարող, որովհետև պատկերացրեք, մենք ստեղծում ենք նորանկախ պետություն և դնում ենք կոնֆլիկտային տրամաբանություն Ադրբեջանի, Թուրքիայի հետ:

Հաջորդ տրամաբանությունը այն է, որ մենք այս միջավայրում այս հարաբերությունը ունենալով, հիմա ո՞նց պետք է մենք դիմանանք այս միջավայրում, այս պայմաններում։ Դրա համար մեզ պետք է սուպեր հովանավոր, ուրիշ տարբերակ չկա:

Սուպեր հովանավոր ունենալ, որի բռունցքը ավելի մեծ է և ինքը իբր մեր թիկունքին կանգնում է և ինքն է մեր տեղը այսպես անում բոլորին։

Հիմա այստեղ գալիս է երկրորդ իրականությունը։ Կամ ինքը այնքան բռունցքը կթափահարի, այն մյուսները կվախենան, կգնան իր հետ կպայմանավորվեն, ոնց անեն, որ ինքը այդ բռունցքը չթափահարի: Եթե շարունակի թափահարել, այդ բռունցքը ինչքան նրանց ուղղությամբ է թափահարվում, այնքան էլ մեր ուղղությամբ է թափահարվում, որովհետև մեզ էլ ասում է՝ տես, հա, քեզ խելոք չպահես, այս բռունցքս հետ կքաշեմ ու քեզ հետ տեղի կունենա այն, ինչ որ տեղի կունենա, ինչը և տեղի ունեցավ»,-ասաց նա:

Հարցին՝ արդյոք ինքը կդիմի հանրությանը սահմանադրական փոփոխություններ անելու առաջարկով և անկախության հռչակագրի հղումը կհանի Սահմանադրությունից, Փաշինյանն ասաց. «Եկեք այդ հարցերը չկապենք իրար հետ, որովհետև մեր ՍԴ-ն արդեն ասել է, որ մեր Անկախության հռչակագիրը դե յուրե իրավական ուժ ունի միայն այդ հատվածով, որոնք Սահմանադրության մեջ բառացի արտահայտված են։ Իմ ասած մասերը Սահմանադրության մեջ ոչ մեկը բառացի արտահայտված չեն»:

Փաշինյանն ընդգծեց, որ Անկախության հռչակագրի մասին իր խոսքը վերաբերվում է մեր ներքին ըմբռնմանը, մեր սոցիալ հոգեբանությանը:

«Հիմա մենք ինչքան նեղվում ենք և շատ ծանր ենք տանում, որ ինչ-որ տեղ, ինչ-որ մարդիկ օգտագործում են «Արևմտյան Ադրբեջան» տերմինը, չէ՞։ Բա մենք որ ասում ենք «Արևմտյան Հայաստան», չենք մտածո՞ւմ, որ ինչ-որ մարդկանց դա գրգռում է: Ոնց որ մենք ասում են արևմտյան Ադրբեջանը մեզ է գրգռում, այնպես էլ ոնց որ ասում ենք արևմտյան Հայաստանը ուրիշներին է գրգռում։

Հիմա էլի ասելու են ա հերթական դավաճանությունն է, ստոր տականքություն է, բայց ես այսօր գտնվում եմ մի կարգավիճակում և մի պատասխանատվության մեջ, որ ես պարտավոր եմ մեր ժողովրդի հետ խոսել և ցույց տալ պատճառ հետևանքային կապերը, շղթաները: Եթե ես դա չանեմ, դա ես գիտակցաբար մեր երկիրը տանում եմ դեպի պետականության կորուստ, ես չեմ կարող դա թույլ տալ»,- հայտարարեց վարչապետը:
