Գույքահարկի թանկացումը՝ լրացուցիչ ֆինանսական բե՞ռ, թե անհրաժեշտություն. պարզաբանում են փորձագետները

2021 թվականի հունվարի 1-ից անշարժ գույքի համար գանձվող հարկը՝ գույքահարկը, այլևս հաշվարկվում է տվյալ գույքի ոչ թե կադաստրային, այլ շուկայականին մոտարկված արժեքի հիման վրա, ինչի հետևանքով տարեցտարի ավելանում է անշարժ գույքի հարկը։ NEWS.am–ի հետ զրույցում «Իրազեկ և պաշտպանված սպառող» ՀԿ–ի նախագահ Բաբկեն Պիպոյանը նշում է.
«Եթե նվազագույնի վրա օրինակը բերեմ, 20 հազար դրամը կարող է դառնալ օրինակ 60 հազար, կամ էլ 80-90 հազար դրամ»։
Բաբկեն Պիպոյանի խոսքով, գույքահարկի թանկացումը ֆինանսական հավելյալ բեռ է երևանցիների համար.
«Մարդու ստացած գումարը չի բավականացնում պարենային ամբողջ զամբյուղը ապահովելու համար, հիմա էլ ստիպված որոշ բաներ կրճատելու են, կամ փորձեն ավելի մատչելի տարբերակը գնել, որովհետև այդտեղ նրանք ընտրության հնարավորություն ունեն, իսկ գույքահարկը ստիպված են վճարել»։
Անշարժ գույքի շուկայի փորձագետ Անդրանիկ Հարությունովի պնդմամբ, սակայն թե տարածաշրջանային այլ երկրներում, թե ընդհանրապես աշխարհում անշարժ գույքի հարկը մի քանի անգամ գերազանցում է Հայաստանում վճարվող հարկի չափին։
«Մարդը կարող էր ունենալ 300 հազար դոլար արժողությամբ անշարժ գույք և վճարեր 20 հազար դրամ գույքահարկ, և ունենար 40 հազար դրամ արժողությամբ մեքենա, ևվճարել 300 հազար դրամ գույքահարկ»,–նշում է նա՝ հավելելով, որ չի կարծում, թե փոփոխությունը մարդկանց սոցիալական վիճակի վրա կարող է էական ազդեցություն ունենալ։
Երևանի քաղաքապետարանի եկամուտների հաշվառման և գանձման վարչության պետի՝ Դավիթ Հակոբյանի խոսքով էլ, 2021 թվականին ուժի մեջ մտած նախագծի նպատակն առաջին հերթին չհարկվող բնարանների տերերին հարկային դաշտ բերել էր, և բոլոր քաղաքացիների համար հավասար պայմաններ ստեղծելը։
«Նախկինում մինչև 3 մլն կադաստային արեքով բնակարանների համար չէին վճարում գույքահարկ, հիմա այդ սահմանափակումը վերացել է, ինչն ավելի արդարացի է։ Վարչական շրջանների մեծ մասում բնակարանների 70 տոկոսի համար գույքահարկ չէին վճարում, որովհետև կադաստրային արժեքից ցածր էին»,–ասում է նա։
