Արցախի ամբողջական օկուպացիայից հետո մենք ամենօրյա ռեժիմով տեսնում ենք, որ պատմամշակութային ու հոգևոր ժառանգությանը զուգահեռ Ադրբեջանի կողմից նաև ավերվում են արցախցիներին պատկանող մասնավոր գույքն ու հանրային սեփականություն հանդիսացող շենք-շինությունները։ Այդ մասին MediaHub-ի հետ զրույցում անհանգստացած պատմում է Արցախի նախկին ՄԻՊ Գեղամ Ստեփանյանը։

Նրա խոսքով՝ ամենացավոտն այն է, որ արդեն արձանագրվել են համայնքների ամբողջական ոչնչացման դեպքեր։

«Քարինտակը, Մոխրենեսը (Հադրութի շրջան - խմբ․), Ստեփանակերտի Թումանյան փողոցն ու Մխիթար Գոշ թաղամասը ոչնչացվել են։ Ու այս դեպքերը շարունակական են լինելու, եթե ամենաթողությունը շարունակվի»,- ներկայացրեց Ստեփանյանը։

Արցախի նախկին օմբուդսմենի դիտարկմամբ՝ այս ամենը կատարվում է միջազգային հանրության անտարբերության պայմաններում։

«Դա անպատժելիության ուղիղ հետևանքն է։ Ադրբեջանն ունի նպատակ՝ ամենակարճ ժամկետներում Արցախում վերացնել հայկականն ու վերաբնակեցնել օկուպացված բնակավայրերը։ Բացի այդ, կարևոր է նաև նշել, որ Ադրբեջանը սրանով նաև փորձում է արցախցիների մոտ վերացնել վերադարձի հույսը, քանի որ վերադարձի հիմքում մենք դնում ենք հայրենիք վերադառնալու գաղափարը, բայց նաև մեր տուն գնալու մոտիվացիայով ենք մենք ցանկանում վերադառնալ Արցախ»,- նկատեց նա։

Իսկ ի՞նչ պետք է արվի այս պայմաններում․ Գեղամ Ստեփանյանի կարծիքով՝ հեշտ չի լինելու կանխել այն ամենն, ինչ անում է Ադրբեջանը, քանի որ ամենաթողություն է տիրում։

«Կարծում եմ՝ երկու գործիք պետք է օգտագործենք․ առաջինը՝ քաղաքական դաշտում անընդհատ խոսել այս մասին։ Բացի այդ, կա նաև իրավական գործիքակազմ, որը պիտի օգտագործվի։ Սեփականության իրավունքի պաշտպանության համար միջազգային դատական ատյաններ պիտի դիմենք։ Ոչնչացման դեպքերով անհրաժեշտություն կա անհատական գանգատներ ներկայացնելու»,- ամփոփեց խոսքը Արցախի նախկին ՄԻՊ Գեղամ Ստեփանյանը։
