Հայաստանը փոխադարձության սկզբունքով իրանական բեռնատարներին արտոնություններ կտրամադրի ճանապարհային հարկից:
Հայաստանի Հանրապետության հարկային օրենսգրքում փոփոխություններ և լրացում կատարելու մասին օրենքի նախագիծն ԱԺ–ում ընդունվեց երկրորդ ընթերցմամբ և ամբողջությամբ՝ ստանալով 66 կողմ, 3 դեմ, 26 ձեռնպահ ձայներ:
«Կառավարությանը լիազորություն է տրվում, որ փոխադարձության սկզբունքով սահմանի ճանապարհային հարկից արտոնություններ և այդ արտոնության չափը, ձև, տեսակը՝ կախված բեռնատար տրանսպորտային միջոցների տեսակից: Հիմնական նպատակը եղել է Իրանի Իսլամական Հանրապետության գործընկերների հետ պայմանավորվածության շրջանակներում փոխադարձության սկզբունքով ճանապարհային հարկից արտոնություններ սահմանելուն»,–ասաց Տարածքային կառավարման և ենթակառուցվածքների փոխնախարար Արմեն Սիմոնյանը:
Այսպիսով` օրենքի նախագծով սահմանվում է՝ Հայաստանում չգրանցված (չհաշվառված) բեռնատար ավտոտրանսպորտային միջոցներով Հայաստանի Հանրապետության ավտոմոբիլային ճանապարհներից օգտվելու համար ճանապարհային հարկի վճարումից փոխադարձության սկզբունքով կարող են ազատվել Հայաստանի Հանրապետության տարածքով երրորդ երկրների տարածք տարանցման նպատակով, ինչպես նաեւ առանց տարանցման Հայաստանի Հանրապետության տարածք մուտք գործող ճանապարհային հարկ վճարողները կամ այդ հարկ վճարողների նկատմամբ փոխադարձության սկզբունքով կարող է կիրառվել ճանապարհային հարկի նվազ դրույքաչափ այն դեպքում, երբ կառավարությունը սահմանի բեռնատար տրանսպորտային միջոցների գրանցման (հաշվառման) երկիրը, տեսակը, քանակը, իսկ նվազ դրույքաչափ կիրառելու նպատակով՝ նաեւ ճանապարհային հարկի դրույքաչափի նվազեցման չափը կամ նվազեցված դրույքաչափը:
Փոխնախարարը նշեց, որ օրենքի ընդունման պարագայում Իրանի գործընկերների հետ կբանակցեն և կքննարկեն այն ձևաչափը, որով դա պետք է տեղի ունենա, կփորձեն այդ կարգավորմամբ ավելի բարենպաստ ու մրցակցային պայմաններ ստեղծել բեռնափոխադրողների համար:
Ճանապարհային հարկով հարկման օբյեկտներ են համարվում Հայաստանում չգրանցված (չհաշվառված) բեռնատար ավտոտրանսպորտային միջոցներով Հայաստանի Հանրապետության ավտոմոբիլային ճանապարհներից օգտվողները: Կախված առավելագույն թույլատրելի զանգվածից` Հարկային օրենսգրքով բեռնատար տրանսպորտային միջոցների համար սահմանված է ճանապարհային հարկ:
