Կառավարությունը նոյեմբերի 15-ի նիստի ընթացքում ընդունել է որոշում, որի նպատակն է Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագիր-Ծրագիր 4-ի շրջանակում Մ- 2 ավտոճանապարհի մաս հանդիսացող Ագարակ-նախատեսվող Քաջարանի թունելի ելք և նախատեսվող Քաջարանի թունելի մուտք-Սիսիան-Քաջարան հատվածի նախատեսվող նոր խաչմերուկ, այդ թվում՝ Քաջարանի թունել (երկարությունը մոտ 7 կմ), ճանապարհահատվածի կառուցումն ապահովելու համար մի շարք տարածքներ ճանաչել հանրության գերակա շահ։  

Ծրագրի շրջանակում իրականացվելու են՝ 2-րդ կարգի, 80 կմ/ ժամ արագությամբ, երկու երթևեկելի գոտով շուրջ 32 կմ ճանապարհահատվածի՝ Ագարակից Վարդանիձոր մոտ 21կմ հատվածի հիմնանորոգման և Վարդանիձորից մինչև թունելի ելք մոտ 11կմ հատվածի կառուցման, ինչպես նաև 11 կամուրջի (ընդհանուրը 2․24 կմ երկարությամբ) և 2 թունելի (ընդհանուրը 0,97 կմ երկարությամբ) կառուցման աշխատանքներ, 7 կմ երկարությամբ Քաջարանի թունելի կառուցման և գոյություն ունեցող Մ2 ճանապարհի շուրջ 4 կմ երկարությամբ (Քաջարանի թունելի մուտք - Սիսիան-Քաջարան նախատեսվող նոր ճանապարհահատվածի խաչմերուկ) հատվածի վերակառուցման աշխատանքները։ 

Թունելն ապահովված կլինի լուսավորության, օդափոխության, հակահրդեհային ժամանակակից համակարգերով։ Թունելի ճանապարհը ասֆալտբետոնե ծածկով է, 2 երթևեկելի գոտիով, 9 մ լայնությամբ։ 

Ճանապարհի երկու կողմերում կառուցվելու են քայլուղիներ՝ ճանապարհի մակերևույթից մոտ 15 սմ բարձրության վրա, թունելի առաստաղում կառուցվելու է ծխատար խողովակ, որը հանդիսանալու է թունելի եվրոպական ստանդարտներին համապատասխանող օդափոխության համակարգի մաս, իսկ ճանապարհի սալահատակի տակ կառուցվելու է անվտանգության թունել, որը ծառայելու է հնարավոր արտակարգ իրավիճակներում մարդկանց տարհանման համար:  

Ծրագրի արդյունքում գործող երթուղին կկրճատվի շուրջ 14 կմ-ով, տրանսպորտային միջոցների միջին արագությունը 50 կմ/ժ-ից կհասնի 80 կմ/ժ-ի, մոտ 40 րոպեով կկրճատվի Հյուսիս-հարավ ճանապարհային միջանցքի ներդրումային ծրագրի` Քաջարան-Ագարակ ճանապարհահատվածի երթևեկության ժամանակը, կնվազի ծովի մակարդակից 2535 մ բարձրության վրա գտնվող Մեղրու լեռնանցքի օգտագործումը, հնարավորություն կստեղծվի խուսափել ձմռանը լեռնանցքի անցանելիության դժվարություններից, զգալիորեն կբարձրանա ճանապարհային անվտանգության մակարդակը, կավելանա ապրանքաշրջանառությունը։ Ըստ այդմ՝ որոշմամբ առաջարկվում է ծրագրի կարիքների համար ՀՀ Սյունիքի մարզի Քաջարան համայնքի Քաջարան բնակավայրում, Մեղրի համայնքի Տաշտուն, Վարդանիձոր, Գուդեմնիս, Լեհվազ, Մեղրի, բնակավայրերում ընդհանուր 62 հողամասերի ազդակիր տարածքները ճանաչել հանրության գերակա շահ։
