վարչապետի աթոռն զբաղեցնողը «մուննաթ» է գալիս իրավապահ ու դատական համակարգի «հարգելի գործընկերների վրա», որ ինքը մեկ տարի, երկու տարի, երեք տարի, չորս տարի անընդհատ «քյասիբի ռադիոյի» պես նույն բաներն է կրկնում ու իր «հրամանները» չեն կատարում։ Սա ասում է վարչապետի գործառույթներն էդպես էլ չընկալած մարդ, ով էդպես էլ «չձուլվեց» վարչապետ լինելու գործին ու ընդդիմադրից չդարձավ իսկական վարչապետ։
Այ մարդ, երբ մեկ տարի, երկու տարի, երեք տարի, չորս տարի անընդհատ նույն բան ես կրկնում ու քեզ չեն ենթարկվում քո իսկ նշանակած «աշխատողները», չե՞ս կարծում, որ էդտեղ մեեեծ պրոբլեմ կա, ու գիտե՞ս որն է էդ պրոբլեմը, հապա գուշակի՞ր մեկ-երկու-երեք-չորս անգամից... այոո, այդ պրոբլեմը հենց դու ես, քանի որ պետական ապարատ աշխատացնել չես կարողանում, հո զոռով չի։
