Մեր քաղաքացիները արդեն տասնյակ տարիներ է ամեն օր բախվում են անփույթ ու ոչ պրոֆեսիոնալ պաշտոնյաների և նրանց կամայականությունների հետ։

Ինչպես ժողովրդական իմաստնությունն է ասում, կյանքում չոփ չստեղծածը չի կարող գերան ստեղծել։
 
Պաշտոնյայի ծառայողական առաջընթացը պետք է տեղի ունենա հետևյալ որակներով, օրինակ` մասնագետ-գլխավոր մասնագետ-բաժնի պետ-վարչության պետ։

Նրանք պետք է պարբերաբար վերապատրաստվեն և պաշտոնին համապատասխանության և պատասխանատվության տեստեր հանձնեն:
Իհարկե, պաշտոնյաները պետք է նշանակվեն անաչառ մրցույթի արդյունքում։

Իհարկե, սա վերաբերվում է նաև բարձր պաշտոնների նշանակմանը։ Այստեղ պետք է դեր խաղա ո՛չ միայն և ո՛չ այնքան ղեկավարին և թիմին նվիրվածությունը, այլ մասնագիտական կրթությունը, հմտությունները և փորձը։

Եթե կառավարման համակարգը ձևավորվի այս չափանիշների անշեղ պահպանմամբ, ապա կարճ ժամանակում հնարավոր կլինի հաղթահարել գոյություն ունեցող լճացումն ու անկման իներցիան։ Հենց այս սկզբունքներով առաջնորդվելը ժողովրդի մոտ վստահություն կներշնչի սեփական ուժերի նկատմամբ, հավատ կսերմանի հարազատ հողի վրա մեր երեխաների արժանապատիվ ապագայի նկատմամբ։
