Հայաստանի մեծությամբ երկրորդ քաղաքում ծավալվող իրադարձությունները կարող են ցնցել փաշինյանական իշխանության հիմքերը։ Հիշեցնենք, նախկին քաղաքապետ Սամվել Բալասանյանի և նրա մտերիմների դեմ քրեական վարույթներից ու հետապնդումներից հետո «Բալասանյան» դաշինքը ողջ կազմով վայր դրեց մանդատները, և արդեն երկու շաբաթ այդ քաղաքում իշխանություն փաստացի չկա։

«Քաղպայմանագիրը», իհարկե, նախաձեռնելով «Բալասանյան» դաշինքի դեմ հետապնդումները, ակնկալում էր իշխանության անցնցում փոխանցում իրենց, նաև փորձում էր ձգձգել արտահերթ ընտրությունները՝ դրանց պատրաստվելու համար։ «Բալասանյան» դաշինքը, ընդհակառակը, այնպիսի շիլաշփոթ է ստեղծել իր հրաժարականով, որ ՔՊ-ն լուրջ խնդիրների առջև է կանգնել։ Չգիտեն՝ ինչպես մեկնաբանել օրենքները, քաղաքապետի ԺՊ նշանակե՞լ, թե՞ գնալ արտահերթ ընտրությունների։

Երեկ խորհրդարանում մեկնաբանելով Գյումրիի զարգացումները՝ Նիկոլ Փաշինյանը հայտարարել է, թե Գյումրիում տեղի ունեցածը քաղաքական անպատասխանատվություն է․ «Այսօր Գյումրիում չկա որևէ ղեկավար պաշտոնյա, նույնիսկ՝ պաշտոնակատար»։

Իրականում անպատասխանատվությունն առաջին հերթին հենց ՔՊ-ինն է, որը քաղաքը զավթելու իր գործողություններում քաղաքական, իրավական ու բարոյական որևէ արգելակ չուներ, և այժմ, ինքն է հայտնվել խնդիրների առաջ։ Ավելին, հիմա էլ միջոցներ են ձեռնարկում աշխատավարձերը վճարելու համար, խոստանում են, որ Գյումրիում տոնածառ են դնելու, մի խոսքով, փորձում են գյումրեցիներին համոզել, որ քաղաքը կառավարվում է։

Այդուհանդերձ, եթե արտահերթ ընտրությունները շուտ լինեն, խնդիրների բախվելու են նաև ընդդիմադիրները, որոնք չեն կարողանում միասնական ճակատով պայքարել իշխանությունների դեմ, հարմար թեկնածու գտնել։ ՀՀԿ-ն հակված է Մարտուն Գրիգորյանի թեկնածությանը, սակայն վերջինս բոլորովին մտադիր չէ թիրախ դառնալ իշխանության համար, առնվազն մինչև 2026 թ. հով լռված է խորհրդարանում։
