Կոռուպցիա՝ փաշինյանական եղանակով

Փաշինյանական իշխանությունը վաղուց այնքան է լկտիացել իր կոռուպցիոն սխեմաներում, որ չի էլ թաքցնում ոչինչ։ Հայաստանում կոռուպցիայի և հովանավորչության ամենահայտնի դրսևորումներից մեկը պետգնումներն ու տենդերներն են։ Եթե նախկին իշխանությունների օրոք գոնե օրենքի ձևական կողմը պահպանվում էր, կամ էլ հետքերը լավ թաքցնում էին, ապա ՔՊ-ական իշխանությունը դրա կարիքն էլ չի զգում, բացահայտ զբաղված է կոռուպցիայով։
«Հետք»-ի տեղեկություններով, 2023 թվականի օգոստոսի 30-ին Վեդու համայնքապետարանը 280 մլն դրամի պայմանագիր է կնքել «Նոյավան» ՍՊԸ-ի հետ։ Պայմանագրով նախատեսվում էր կառուցել Վեդի համայնքի Վանաշեն, Սիսավան, Գոռավան, Շաղափ և Գինեվետ բնակավայրերի խմելու ջրագծերը։
«Նոյավան» ՍՊԸ-ի 100 % բաժնետերը Գրիգոր Մանուկյանն է, և նա Վեդի համայնքի ՔՊ-ական ղեկավար Գարիկ Սարգսյանի մորեղբայրն է։ 2018-2024 թթ. «Նոյավան» ՍՊԸ-ի հետ կնքվել է 15 պայմանագիր։ Պայմանագրերի ընդհանուր արժեքը կազմել է 506 մլն 134 հազար դրամ։ Ընկերությունը շինանյութ, կահույք, կենտրոնացված ջեռուցման համակարգեր է մատակարարել Երևանի քաղաքապետարանին, «Հայաստանի ազգային ագրարային համալսարան» հիմնադրամին, «Հայաստանի հեռուստատեսային և ռադիոհաղորդիչ ցանց» ՓԲԸ-ին, Պաշտպանության նախարարությանը, Պետական եկամուտների կոմիտեին, Պետական պահպանության ծառայությանը և Քաղաքացիական ավիացիայի կոմիտեին։
Ընկերությունը պետական գնումներին սկսել է մասնակցել 2018 թվականից։ «Նոյավան» ՍՊԸ-ն հիմնականում զբաղվել է տարբեր գերատեսչություններին շինանյութերի մատակարարմամբ։ Այս և նախորդ տարի Վեդու համայնքապետարանի և «Նոյավան» ՍՊԸ-ի միջև կնքված պայմանագրերի ընդհանուր գումարը կազմում է 389 մլն դրամ կամ մոտ 1 մլն դոլար։ Վեդու համայնքապետարանն այս ընկերությանն է հանձնարարել գազիֆիկացման աշխատանքները, և ՍՊԸ-ն որևէ փորձ չունի այդ ոլորտում։
Այս դեպքը, բնականաբար, եզակի չէ, ՔՊ-ական պաշտոնյաները վաղուց են անցել մեկ աղբյուրից գնումներին, տենդերներ ու մրցույթներ չեն հայտարարում, միանգամից պայմանագրեր են կնքում իրենց մերձավորների անունով ձևակերպված, հաճախ էլ իրականում իրենց պատկանող ընկերությունների հետ։ Դասական իմաստով, սա հենց կոռուպցիա է, ցանկացած սկսնակ իրավաբան էլ կարող է ապացուցել այդ փաստը։ Խնդիրը «Քաղպայմանագրի» շեշտակի լկտիացումն է, երբ այլևս իրենց հանցավոր արարքները թաքցնելու կարիք էլ չունեն։
