Բաքվի գագաթնաժողովը ձախողման եզրին. ի՞նչ ռիսկեր կան

Ադրբեջանում երեկ մեկնարկել է Կլիմայի փոփոխության մասին ՄԱԿ-ի շրջանակային կոնվենցիայի (COP29) կողմերի համաժողովի 29-րդ նստաշրջանը։ Որքան էլ պաշտոնական Բաքուն փորձել է շուք հաղորդել այդ գագաթնաժողովին, այն օգտագործել միջազգային ասպարեզում իր դիրքերի բարձրացման համար, փաստացի կարելի է արձանագրել, որ գագաթնաժողովը ձախողվել է։ Ինչը, իհարկե, ռիսկեր է պարունակում, նաև Հայաստանի համար։
Գագաթնաժողովին հրաժարվել են մասնակցել ԱՄՆ, Ֆրանսիայի նախագահները, Գերմանիայի կանցլերը։ Ռուսաստանը միայն վարչապետին է ուղարկել, հարևան Իրանն էլ, թեև հաստատել էր նախագահ Փեզեշքիանի մասնակցությունը, վերջին պահին ուղարկել է փոխնախագահներից մեկին։ Ընդ որում, Թեհրանից պարզ ասել են, որ անիմաստ է մեկնել, քանի որ համաշխարհային հիմնական առաջնորդները չեն գալու։ Արևմտյան երկրներից շատերն էլ մասնակցությունը «ժամանակի անիմաստ վատնում» են համարել։
Միայն Մեծ Բրիտանիայի վարչապետն է ներկայացել, այն էլ՝ բրիտանական կողմը հասցրել է մինչ այդ զգալի տհաճ պահեր պարգևել Բաքվին։ BBC-ն սկանդալային բացահայտումներ էր արել գագաթնաժողովի վերաբերյալ, Guardian-ը հատուկ նշել էր այն փաստը, որ առանց Հայաստանի համաձայնության այս երկիրը չէր կարող հյուընկալել COP29-ը, իսկ Հայաստանը վետոն չի կիրառել, բացառապես գերեվարված իր քաղաքացիների ազատ արձակման դիմաց:
Ոչ պակաս տհաճ պահեր Ալիևին պարգևել էր էկոակտիվիստ Գրետա Թունբերգը, որը ոչ միայն ուղերձով կոչ էր արել հրաժարվել մասնակցությունից, այլև աշխարհի տարբեր անկյուններում բողոքի ակցիաներ է նախաձեռնել Ադրբեջանի դեմ։
Գագաթնաժողովին չի մասնակցում նաև Հայաստանը, թեպետ փոխարտգործնախարար Վահան Կոստանյանը հայտարարում է, թե դեռ վերջնական որոշում չունեն, բայց արտգործնախարար Միրզոյանը երեկ Շվեդիա է մեկնել։ Բնական է, որ այս իրավիճակում Ալիևի նյարդային կծկումներն ակնհայտ պետք է լինեին։ «Հայաստանը COP-29 համաժողովին հրավիրված երկրների թվում էր։ Կմասնակցի՞, սակայն, այդ երկիրն այս հավաքին, թե՞ ոչ, իրենք պետք է որոշեն»,- Բաքվում Ֆինլանդիայի նախագահ Ալեքսանդր Ստուբի հետ հանդիպման ժամանակ հայտարարել էր Ադրբեջանի ղեկավար Իլհամ Ալիևը։
Այդուհանդերձ, փորձագետները չեն բացառում, որ COP29-ից հետո Ադրբեջանը գնա ռազմական էսկալացիայի, իսկ գագաթնաժողովի ձախողումը կարող է նրան մղել նման արկածախնդրության։
